The Economic and Financial Crimes Commission (EFCC) is extending the war against corruption in the judicial arm to the bar.<br />

It has  invited eight Senior Advocates of Nigeria( SANs) for interrogation over alleged payments into judges’ accounts.<br />

This is coming three weeks after the Department of State Security 
(DSS) raided the homes of several judges, including two justices of the 
Supreme Court, and arrested them for alleged corruption.<br />

But the EFCC,after  intercepting  test messages, have now extended 
the scope of the investigation to the bar, summoning eight senior 
lawyers suspected of corrupting judges.<br />

Four  of the SANs have already been questioned  by the anti-graft commission.<br />

All the SANs  have   denied the EFCC allegation.<br />

They said in their written statements to the commission that at no 
time did they remit money into the account of any judge for the purpose 
of perverting justice.<br />

EFCC sources said it had uncovered “curious payments”  into judges’ 
accounts by the SANs after screening the call logs and text messages of a
 SAN.<br />

It was gathered that one of the payments was made into the account of
 a judge of the National Industrial Court (NIC) who was invited by the 
EFCC for questioning.<br />

A well-placed EFCC  source said: “We have summoned eight judges for 
interrogation over suspicious payments into judges’ accounts.<br />

“Four of the SANs have made what I may term useful statements on oath
 at our office in Lagos. We have granted them bail but investigation is 
still ongoing.<br />

“It is too early to presume them guilty or not until we have concluded the ongoing probe.<br />

“When we analyzed the call logs and text messages of one of the SANs,
 we retrieved evidence of remittance and text messages acknowledging 
some payments between him and a judge of the National Industrial Court( 
NIC).<br />

“The  affected judge was invited for interrogation during the week. We are still forging ahead with our investigation.”<br />

Asked to release the list of the four remaining judges, the source 
added: “We will let the public know after they have appeared before our 
team.”<br />

As it stands, security agencies are currently probing  six  judges and 10 SANs.<br />

Some of the judges had earlier reported to the commission.<br />

Two of the five judges are alleged to have received over N2.75million
 bribe from two senior lawyers, Rickey Tarfa (SAN) and Joseph Nwobike 
(SAN).<br />

The EFCC had on March 9, 2016 arraigned Tarfa and Nwobike before 
Lagos High Court on allegations of bribery and offering gratification to
 a public official.<br />

“Nwobike and Tarfa are facing criminal prosecution for allegedly 
offering gratification to Federal High Court judges to refrain them from
 exercising the duties of their office.<br />

“Subsequent investigation revealed that the two Judges allegedly received sums of money from the two senior lawyers severally.”<br />

The allegations against the two SANs are as follows:<br />

<li>That you Rickey Tarfa SAN on the 29th day of January 2014 in Lagos 
within the jurisdiction of this honourable court intentionally gave the 
sum of N1, 500,000 to Hon. Justice Nganjiwa Hyeladzira Ajiya of the 
Federal High Court directly from your Zenith Bank Account No. 1002926967
 in order that the said judge refrains from acting in the exercise of 
his official duties.</li>
<li><br /></li>
<li>That you Rickey Tarfa SAN on or about the 15th day of December, 2015
 in Lagos within the jurisdiction of this honourable court intentionally
 gave the sum of N500, 000 to Hon. Mohammed Nasir Yunusa of the Federal 
High Court indirectly through Awa Ajia Nigeria Limited’s account No. 
0000971941 domiciled in Access Bank Plc belonging to Hon. Justice 
Nganjiwa Hyeladzira Ajiya in order that Hon. Mohammed Nasir Yunusa 
refrains from acting in the exercise of his official duties.”</li>
<li><br /></li>
<li>That you Dr. Joseph Nwobike (SAN) on the 28th day of March 2015 in 
Lagos within the jurisdiction of this honourable court intentionally 
gave the sum of N750,000 to Honourable Justice Mohammed Nasir Yunusa of 
the Federal High Court directly through your United Bank for Africa 
Account No. 1002664061 in order that the said judge refrains from acting
 in the exercise of his official duties and thereby committed an offence
 contrary to section 64 (1) of the Criminal Law of Lagos State No. 11 of
 2011.</li>

Obanikoro refunds N100.4m to EFCC, may regain freedom

Senator Musiliu Obanikoro, yesterday paid 
N100.4million out of  about N785million allegedly collected from the 
Office of National Security Adviser (ONSA) by Sylvan McNamara Limited, a
 company  which was allegedly linked to him.</div>
<div style="text-align: justify;">
It is unclear when the ex-Minister will 
pay the balance, but there are indications that he had entered into a 
commitment with the EFCC.</div>
<div style="text-align: justify;">
But the ex-Minister may regain freedom any moment from now following the partial fulfilment of his undertaking.</div>
<div style="text-align: justify;">
His release is subject to the confirmation of the N100.4m in the relevant account.</div>
<div style="text-align: justify;">
The refund, however, does not preclude 
the ex-Minister from trial depending on the weight of evidence and the 
disposition of the anti-graft agency.</div>
<div style="text-align: justify;">
It was learnt that a prima facie case has been established “beyond reasonable doubt” against Obanikoro.</div>
<div style="text-align: justify;">
A top source in the EFCC, who spoke in 
confidence, said: “After many days of foot-dragging, the ex-Minister has
 paid back N100.4million out of about N785million allegedly collected 
from the Office of National Security Adviser (ONSA) by Sylvan McNamara 
Limited, a company  which was allegedly linked to him.</div>
<div style="text-align: justify;">
“I think we may grant him bail to give 
him time to look for the balance of the cash. We are trying to verify 
the government account he paid into and we want to confirm the payment. 
We may release him any moment from now after the confirmation.</div>
<div style="text-align: justify;">
“This, however, does not mean that we 
are dropping any charges against him. Our objective is first of all to 
recover the illegal funds. The decision on his trial will depend on the 
review of his case and the extent to which he is liable.</div>
<div style="text-align: justify;">
“You know the ex-Minister has admitted 
flying over N1.299billion to Akure in two shuttles for Governor Ayodele 
Fayose. The cash was collected by Fayose’s associate, Abiodun Agbele, 
who is currently on trial.</div>
<div style="text-align: justify;">
“Obanikoro also confessed that he 
personally gave $5.377m (N60m then) cash to Fayose.  He admitted on oath
 that he was used to siphon public funds meant for arms purchase. These 
are all criminal offences which are punishable by the nation’s laws.</div>
<div style="text-align: justify;">
“The testimonies of Obanikoro will hasten his trial and ongoing prosecution of all the suspects implicated in the arms cash.”</div>
<div style="text-align: justify;">
On Governor Fayose, the source added: 
“The governor is just grandstanding because of the immunity he enjoys. 
He personally admitted collecting money from Zenith Bank as a campaign 
gift. His associate, Agbele, reeled out how houses were bought from the 
N1.299billion brought by Obanikoro. And the ex-Minister has finally 
nailed him with his statement on oath.</div>
<div style="text-align: justify;">
“Fayose has a date with the court. It is
 just a matter of time. In two years, he will be in the dock to account 
for the contracts he executed in the ONSA to have earned such slush 
funds.”</div>
<div style="text-align: justify;">
The EFCC had discovered that Sylvan 
Mcnamara Limited, allegedly owned by Obanikoro and his sons,  was used 
to launder the N4.745billion.</div>
<div style="text-align: justify;">
Obanikoro told crack detectives of the 
Economic and Financial Crimes Commission (EFCC) that N3.880billion was 
allocated to Governor Ayodele Fayose and Senator Iyiola Omisore out of 
the said cash.</div>
<div style="text-align: justify;">
He also said he handed over $5.377m 
(N60m then) cash to Fayose at Spotless Hotel, Ado-Ekiti in the presence 
of the former Secretary of the Peoples Democratic Party in the state, 
Dr. Tope Aluko, and other party stalwarts.</div>
<div style="text-align: justify;">
He said the balance of N785million was 
expended on alleged anti-Boko Haram campaign in Lagos and the South-West
 by Sylvan Mcnamara.</div>
<div style="text-align: justify;">
The company, which was incorporated in 
November 2011 had the following as its directors: a close aide of the 
ex-Minister, Ikenna Ezekwe (700,000 shares) of 51 Simpson Street, 
Ebute-Metta; Idowu Oshodi(299,000 shares) of 8, Prince Tayo Adesanya 
Street, Park View Estate, Ikoyi; and Elizabeth Adebiyi(1,000 shares) of 
3, Adedoyin Street, Ijeshatedo, Surulere.</div>
<div style="text-align: justify;">
But Ikenna Ezekwe has had his accounts de-frozen by the EFCC since the slush funds were not traced to him.</div>
<div style="text-align: justify;">
Ezekwe has also been removed as the director of the slush company.</div>
<div style="text-align: justify;">
A document said: “To set the stage for 
the use of the company for money laundering, the board of directors on 
May 7, 2012  passed a resolution that the company should open an account
 and appointed Mr. Gbolahan Obanikoro, Ikenna Ezekwe, Ms. Theresa 
Matuluko (Secretary) and Mr. Babajide Obanikoro as the signatories to 
the account.</div>
<div style="text-align: justify;">
“The board added that the signing combination be that any of the signatories can sign alone.”</div>
<div style="text-align: justify;">
According to the EFCC, when it was time 
to illegally draw the N4.745billion from the ONSA as war chest for Ekiti
 governorship poll, ex-Minister Obanikoro made the account of Sylvan 
Mcnamara Limited available and coordinated the disbursement.</div>

Olusegun Mimiko rushes to Buhari as Ondo erupts in violence

Akure,
 the Ondo State capital, was in turmoil yesterday after youths stormed 
the streets ,protesting Thursday night’s decision of the Independent 
National Electoral Commission (INEC) to drop Mr Eyitayo Jegede (SAN) as 
the governorship candidate of the Peoples Democratic Party (PDP) in next
 month’s governorship election.</div>
<div style="text-align: justify;">
The development prompted the state 
governor, Olusegun Mimiko, to rush to President Muhammadu Buhari in 
Abuja yesterday to seek his intervention in the matter.</div>
<div style="text-align: justify;">
The commission had substituted Jegede’s name with that of businessman Jimoh Ibrahim, citing a court order.</div>
<div style="text-align: justify;">
But the youths, backed by dozens of <em>okada</em> (commercial motorcycle) riders, were not amused by the development.</div>
<div style="text-align: justify;">
Words apparently went round overnight about the youths’ need to show their displeasure over the substitution.</div>
<div style="text-align: justify;">
As early as 5 am yesterday, the protest 
had got underway as youths set up barricades on major roads with planks,
 disused vehicle parts and heavy stones.</div>
<div style="text-align: justify;">
Complementing these were bonfires from which the sky was filled with thick smoke.</div>
<div style="text-align: justify;">
Hundreds of motorists and commuters who set out early for their daily bread were stranded.</div>
<div style="text-align: justify;">
Some returned home.</div>
<div style="text-align: justify;">
Most affected by the blockade were 
intra-city roads like Oba-Adesida/Oyemekun and Arakale, as well as the 
Akure-Owo Expressway, Akure-Ilesha Road and Akure-Ikere-Ekiti Road.</div>
<div style="text-align: justify;">
Intercity travellers were caught unawares and were stranded for many hours in the ensuing traffic gridlock.</div>
<div style="text-align: justify;">
Banks, shops, offices and markets were shut.</div>
<div style="text-align: justify;">
Jegede hails from Akure.</div>
<div style="text-align: justify;">
The protest later spread to Ondo, hometown of Governor Olusegun Mimiko.</div>
<div style="text-align: justify;">
The police and the Department of State Security (DSS) tried to intervene to stop the situation from degenerating into bloodshed.</div>
<div style="text-align: justify;">
Some women supporters of Jegede went to his campaign office at Fiwasaye Road, asking INEC to reverse its decision to drop him.</div>
<div style="text-align: justify;">
<strong>Mimiko storms Abuja</strong></div>
<div style="text-align: justify;">
Governor Mimiko on his part dashed to Abuja to seek President Muhammadu Buhari’s urgent intervention in the matter.</div>
<div style="text-align: justify;">
He arrived the seat of power at about 11 am and went straight in for his appointment with the President.</div>
<div style="text-align: justify;">
Speaking to correspondents at the end of
 the meeting, Mimiko said he was shocked by INEC’s decision to drop 
Jegede’s name for Ibrahim’s.</div>
<div style="text-align: justify;">
He said:: “I am shocked. In logic, in law, in politics, there is no basis for it whatsoever.</div>
<div style="text-align: justify;">
“The Jimoh Ibrahim factor in all of this is predicated on a court order given by Justice Abang.</div>
<div style="text-align: justify;">
“Incidentally that court order is about zonal and state executives of PDP. That order is about the 2009 election.</div>
<div style="text-align: justify;">
“Neither Jimoh Ibrahim nor Tayo Jegede 
was a party to the suit. So, when that judgment suddenly came, because 
when the name of Ibrahim was sent to INEC after a primary election which
 was conducted in Ibadan without INEC monitoring it, without security 
agencies, SSS or police, when the name got to INEC and this (Justice) 
Abang judgment was attached, INEC took the right decision initially by 
making it clear that to start with, it is not state or zonal executive 
that is empowered by the Electoral Act to conduct election.</div>
<div style="text-align: justify;">
“Number two, the Abang judgment on the 
basis of which they were putting pressure on INEC to accept Jimoh 
Ibrahim as a candidate, was referring to 2009 election.</div>
<div style="text-align: justify;">
“There is nothing about 2016 election in
 that judgment. So, on the basis of this, INEC refused and 
discountenanced the name of Jimoh Ibrahim as a candidate.</div>
<div style="text-align: justify;">
“Then they went ahead and filed Form 48,
 and from the blues, the same Justice Abang mandated INEC to replace the
 name of Eyitayo Jegede who emerged through a primary process that was 
supervised by INEC, security agencies, on live television with all 
delegates that were supposed to participate, then Abang ordered that 
Jimoh Ibrahim should replace Eyigayo Jegede.”</div>
<div style="text-align: justify;">
Continuing, he said: “Ordinarily, we 
should have disregarded the order because, like I said, Jegede was not a
 party to the suit, neither was Jimoh Ibrahim. But we were also advised 
that it was very important for us to appeal so that if anybody is up to a
 mischief, we would have taken the plank off the person.</div>
<div style="text-align: justify;">
“When we filed in our papers, submitted 
our briefs and got date, that should serve as a stay of execution. We 
don’t want to take chances because somebody in INEC told us that they 
obey the last order in the commission.</div>
<div style="text-align: justify;">
“Some went to court and obtained two 
different orders mandating INEC not to substitute Eyitayo Jegede. We 
served one on INEC around 10 am yesterday (Thursday), and we served INEC
 with the other one at the close of business around 3 pm. Only around 7 
or 8 pm, we got to know that INEC, for no justifiable reason, had 
substituted the name of Jegede and replaced it with that of Ibrahim.</div>
<div style="text-align: justify;">
“The question to ask is: on whose order 
has INEC done that? Apart from the fact that we have two restraining 
orders on INEC, INEC knows full well that Jimoh Ibrahim’s primary was in
 Ibadan. There was no report by any security agencies that the security 
situation in Ondo state warranted the movement of the primaries to 
Ibadan or anywhere outside the state for that matter.”</div>
<div style="text-align: justify;">
Besides, he said, the time for 
substitution of candidates had lapsed by INEC’s guidelines, adding that 
the removal of Jegede’s name from the list of candidates for the 
November election constitutes a threat to the peace in the state.</div>
<div style="text-align: justify;">
“We see this action as potentially 
dangerous,” he said. It can cause conflagration in the state, and that 
is why as the chief security officer of the state, I have come to alert 
Mr. President of the potential danger of this injustice, so that we can 
nip it in the bud.”</div>
<div style="text-align: justify;">
Asked what response he got from the 
President, Mimiko said: “Mr. President promised to look into it and that
 if there is any injustice, we should rest assured that it will be 
rectified.”</div>
<div style="text-align: justify;">
Speaking on the protest, the governor 
said: “The whole day from 5 am, I have been on phone with stakeholders 
to ensure they keep the peace in the state. The extent of the protest 
you have seen has been reduced by our intervention to ensure that there 
is no breach of the peace.</div>
<div style="text-align: justify;">
“I have assured them that this injustice
 will not stay. We will continue to explore all avenues to make INEC see
 reasons why this impunity must not stand.”</div>
<div style="text-align: justify;">
Asked whether he still had confidence in
 INEC conducting a credible election, he said: “If INEC finds it 
difficult to obey court order, a credible election starts with a process
 like this.”</div>
<div style="text-align: justify;">
The PDP in the state disowned Ibrahim as a member and dismissed the INEC action as a complete aberration.</div>

<strong>‘INEC’s action an aberration’</strong></div>
<div style="text-align: justify;">
“This development is not only shocking 
but a complete aberration as a man absolutely unknown to the party has 
been made our candidate,” the Party’s Director of Publicity, Ayo Fadaka 
said in a statement.</div>
<div style="text-align: justify;">
But he advised members to “remain calm 
as this development is a temporary setback that will certainly be 
reversed through the instrumentality of the law via the Court of Appeal.
 We are sure that justice will be done in this matter.”</div>
<div style="text-align: justify;">
He thanked the people of the state for their support and steadfastness since the commencement of the campaign.</div>
<div style="text-align: justify;">
<strong>I’m still PDP’s candidate, says Jegede</strong></div>
<div style="text-align: justify;">
On his part, Jegede said: “Eyitayo 
Jegede, your son and brother, has not in any way abdicated the general 
consent given to him by the law-abiding members of the PDP to seek 
election into the office of the governor.</div>
<div style="text-align: justify;">
“Like I have always said, I am guided by
 the Almighty and the shared vision to transform this state to a land of
 wealth and prosperity. You remain my priority as we, in faith, match on
 to the Promised Land.”</div>
<div style="text-align: justify;">
The State Government appealed for calm following the INEC action.</div>
<div style="text-align: justify;">
Information Commissioner Kayode Akinmade
 urged the people to refrain from self help,and explained that steps 
were being taken to ensure justice.</div>
<div style="text-align: justify;">
“Human blood is too precious to be sacrificed on the</div>
<div style="text-align: justify;">
altar of politics and politicking. The peace and tranquility that the</div>
<div style="text-align: justify;">
state is known for should be sustained,” he said in a statement.</div>
<div style="text-align: justify;">
<strong>We won’t join issues with masterminds</strong>—Jimoh</div>
<div style="text-align: justify;">
The Jimoh Ibrahim Campaign Organization blamed the protest of some</div>
<div style="text-align: justify;">
politicians it did not name.</div>
<div style="text-align: justify;">
Such politicians, its Director of Media 
and Publicity, Mr. Yemi Akintomide said, were using hoodlums to 
destabilise the state in the name of politics.</div>
<div style="text-align: justify;">
He said the crisis was unwarranted.</div>
<div style="text-align: justify;">
“Those who are behind the protest are well known to us but we are not</div>
<div style="text-align: justify;">
ready to join issues with them. We will only advise them to embrace</div>
<div style="text-align: justify;">
peace in the overall interest of our dear state,” he said.</div>
<div style="text-align: justify;">
“We believe the police are already working and we are sure that they</div>
<div style="text-align: justify;">
are up to the task of ensuring peace in the state. We will not run</div>
<div style="text-align: justify;">
away from them but we will not join them in the violence too. They are</div>
<div style="text-align: justify;">
only crying wolf when actually there is none.”</div>
<div style="text-align: justify;">
<strong>Jegede is authentic candidate, says PDP faction</strong></div>
<div style="text-align: justify;">
The Ahmed Makarfi faction of the PDP, at
 an emergency press conference, insisted that Jegede remained the 
authentic candidate of the PDP in the state regardless of</div>
<div style="text-align: justify;">
the court judgment and INEC’s decion.</div>
<div style="text-align: justify;">
Chairman of the faction, Mr Clement 
Faboyede, said the faction had appealed against the judgment of Justice 
Abang, adding that the decision of INEC was unfair.</div>
<div style="text-align: justify;">
Mr Adebayo Abayomi, the PDP Youth Leader
 in the state, expressed disappointment at the development while Mrs 
Esther Ebiwonjumi, a PDP women leader in the state, said the protesters 
were demonstrating to show their grievances and displeasure at the 
decision of INEC.</div>

Order was eventually restored later in the day.</div>

Police spokesman in the state, ASP Femi 
Joseph, told News Agency of Nigeria (NAN) that the police were committed
 to the protection of the life and property.</div>

Fellow Nigerians, let me say that nothing worries me more than the 
lack of jobs for our teeming youths. I have lost count of how many 
requests I get daily from unemployed graduates and non-graduates seeking
 any kind of job. Some have been out of jobs forever and they’ve been 
out of school for so long that they’ve almost forgotten whatever they 
learnt. Many consider you wicked and insensitive when you give them the 
bad news that you can’t be of any help. They are of the opinion that 
because they see you with the movers and shakers of society you can just
 pick your phone and get whatever you want at the snap of a finger.<br />

But it is not as simple as that. Knowing big men and women and 
maintaining relationships with them is often a product of not making 
demands on them. It actually requires some knowhow. Otherwise, whenever 
they see your calls they turn into artful dodgers by ignoring you. They 
will soon see you as one troublesome nuisance who must be avoided by all
 means, at all costs. Truth also is many job-seekers are not readily 
employable for various reasons. Some went to school to read the wrong 
courses. Many barely passed out in poor grades.<br />

Many have not updated or upgraded their knowledge since leaving 
school. These lapses are easily discoverable during interviews. These 
days many companies are looking for the highest grades because of the 
collapse of the education system. However, this is not necessarily a 
solution because high grades does not translate into a competent and 
proficient employee for several reasons. Looking out for the high 
academic achievers also has the potential to automatically ostracize 
majority of the job applicants. So where do we go from here? I have a 
few ideas to share.<br />

<br />

A long time ago, I learnt from my unlettered but intelligent mum that
 only a fool would find nothing to learn from others. Since I have been 
on the campaign train of President John Dramani Mahama of Ghana, I have 
discovered more secrets on how to combat mass unemployment. Addressing 
Ghanaian youths who often complain that developing infrastructure alone 
won’t feed them, President Mahama often tells them why he is investing 
heavily in infrastructure development. According to him, it is a good 
way to boost the socio-economic status of Ghana. Social infrastructure 
makes it possible for many artisans to get jobs in the short run during 
the course of construction typically involved in the provision of such 
infrastructure.<br />

The completion of any infrastructure also helps to provide jobs, 
directly or indirectly in the long run. For example, the brand new 
hospitals being constructed between Accra and Tema would provide 
thousands of jobs because the cumulative bed capacity of those 
hospitals, namely the Regional hospital at Ridge, The University of 
Ghana Teaching Hospital at Legon and the Maritime Hospital at Tema 
should add over 1,000 beds instantly. Just imagine how many doctors, 
nurses, paramedics, administrative staff and others. There is no other 
way of doing this. Any politician promising jobs or social welfare would
 only be deceiving the poor youths for the fun of it. It is one reality 
we must face in Nigeria urgently.<br />

The other fact is that we must help our artisans to professionalize 
their art and trade by returning to those days when technical colleges 
were in vogue. It would be nice if we can upgrade our Institutes of 
Technology and Polytechnics to degree-awarding institutions. This would 
elevate the quality of our technical staff and reduce the calamities 
attached to sub-standard works. This has been successfully done in Ghana
 by promoting upgrading former Institutes and Polytechnics and by 
placing more emphasis on professional studies in these institutions in 
the knowledge that they would be relevant to societal needs and 
requirements.<br />

For reasons that I fail to understand, the education sector in 
Nigeria is a much neglected sector. Education hardly commands the 
attention and allocation that it should and this needs to be critically 
addressed.  Our leaders seem blinded to the possibilities and 
opportunities that education offers to any economy. In the United 
Kingdom, tertiary education alone accounted for over £73 billion 
contribution to the economy in 2012 and this figure has kept growing. 
There is good reason for this.<br />

Apart from direct contributions arising from student and teachers 
input into the economy there are indirect contributions as well which 
have a positive influence and impact on the economy. If our educational 
system were developed to the level that it should be we would have a 
significant number of foreign students coming from West Africa if not 
the whole of Africa such as was the case many years ago. Apart from the 
fees that they would pay, we would expect that they would spend money on
 their upkeep and maintenance which would have a positive bearing on 
transportation, housing and even health care. There would be indirect 
employment of those people who would provide indirect services to 
teachers, students and administrators alike. In addition, we would 
expect that when those students returned to their respective countries 
they would forge relationships with colleagues they had met here as well
 ass have good things to say about Nigeria.<br />

Once the student complete their education thought must be given to 
how they would be gainfully employed. Entrepreneurship is a field that 
requires urgent and particular attention in this regard. Many 
job-seekers may never find jobs no matter how hard they try. This is 
because the educational policies have remained stagnant and not moved 
with the times.  There is a need for reorientation and rethinking of our
 educational values and ethos. The former prevalent attitude that one 
needed to work in the civil service or even in private companies as a 
graduate fresh out of school needs to be changed. There is now a need to
 create a corps of entrepreneurs over and above one of employees.<br />

The better way out to create employment for the great mass of 
unemployed youths, especially with our humongous population, is for as 
many of them as possible to be in self-employment. Those with a negative
 mindset might ask where the unemployed graduate would get the money for
 the start up required by any entrepreneur.  However, for a variety of 
reasons, this need not be a problem.<br />

Firstly, It is not every business that requires millions for 
start-ups. There are so many original ideas out there that are yet to be
 tapped which do not require a lot of initial funding. Even the 
traditional things can lead to great fortune if properly harnessed and 
marketed. I remember always telling my wife that whoever introduces 
akara burger to Europe and America would make a kill. Akara is a special
 delicacy made from beans. It is rich in protein and quite healthy.<br />

My children love it and we eat it a lot. We often buy the powder in 
London from Olu Olu and Ola Ola and my wife fries akara ever so 
deliciously. Put in a bap or between two slices of bread and you are 
almost in second heaven. As a vegetarian meal I believe there are few 
that would surpass it. I was therefore pleasantly stunned when my first 
son sent me a link only yesterday that some smart guy has started the 
business I had been procrastinating about. That is it. An 
entrepreneurial spirit is about to make serious money by refining and 
uplifting a simple Nigerian meal.  There are many other Nigerian 
traditional dishes that could be refined and exported to the world as 
well as at home if only our youths could put their fertile minds to such
 matters.<br />

Government can also play a big role in developing this 
entrepreneurial spirit.  This is already being done to a small extent by
 the initiatives of Federal and State Governments to create 
entrepreneurs.  However it needs to be replicated nationwide on a 
massive scale. The Government schemes should aim to produce at least one
 million such entrepreneurs in the space on 5 years.  It is possible 
given the right approach and the will and zeal to make the programme 
succeed in great numbers. There only needs to be a diversion of funds to
 this area of social development rather than to unproductive areas of 
which there are many.  Money saved from cutting down on waste, pilferage
 and looting can also be channeled into such a venture.<br />

In addition to the traditional business ventures, Government must 
seize the moment and encourage our youths to open their minds and expand
 their horizons. Sports, the arts and entertainment are now big 
business.  Our children must be taken away from the nation that you must
 be a doctor, lawyer or engineer to prosper. Our educational curriculum 
should include such esoteric subjects that deal with various aspects of 
sporting, artistic and entertainment endeavours and this must be given 
pride of place.  One way of doing this is to provide incentives in these
 fields.<br />

The new areas of information technology and computer studies must 
also be fully integrated into our curriculum from primary school to 
tertiary education. It is by introducing children to these areas at a 
very young and tender age that we can fire their creative and virile 
imagination which will make them successful innovators and thus 
entrepreneurs.  The world is in its infancy as far as new age technology
 is concerned and there is no monopoly of thought and ideas out there.  
However, we can only participate as distinct from being mere spectators 
by engendering and fostering innovation and entrepreneurial skills from 
childhood.<br />

At the moment I do not see these things happening within our current 
educational and social milieu.  I still see and hear parents, teachers 
and other educationists complain about the amount of time our children 
spend on their phones, tablets and in consequence on social media.  They
 do not realise that a lot of education, indeed the most relevant 
present day education, is taking place in these fora. The present crop 
of entrepreneurs and world leaders are molded and fashioned nowadays 
from the internet.  Role models exist in that space.  There are dangers 
lurking there on the internet too and it behooves us to learn to deal 
with it as an educational source and tool rather than shut our eyes to 
it and therefore assume that all is well.<br />

There are so many other things we can do seriously in relation to 
greatly reducing youth unemployment if government can create the 
requisite enabling environment for innovation and entrepreneurship. In 
this respect, President Muhammadu Buhari should assemble a crack team of
 scholars and practitioners who can help him come up with so many ways 
of creating jobs and employment opportunities. Information technology, 
music, acting, comedy, fashion, painting, carpentry, bricklaying, 
plumbing, welding, sports, and so many other possibilities can help 
reduce the pain and pangs of unemployment. The denigrated oddjobs of 
yesteryears are now the fashionable jobs of today.  Our leaders must 
learn to embrace this new way of thinking so that our youths may be 
guided to the right path and the prosperity that we crave may become a 
reality after all.

5 years jail term awaits any Lecturer who demands for sex from female students.

 Bill for an Act to make provision for the prohibition and punishment of
 sexual harassment of students by lecturers in tertiary institutions has
 been passed into law.<br />

The Bill which was sponsored by Senator Ovie Omo-Agege (Delta 
Central) and 57 other co-sponsors, was read for the first time on 
Wednesday 4th May, 2016.<br />

The objective of the Bill is to prohibit the offence of sexual 
harassment in tertiary institutions and impose stiff penalties on 
perpetrators.<br />

It also creates a strict liability offence by removing mutual consent
 as a defence in prosecution of sexual harassment cases, as it were in 
the extant laws.<br />

The new Act when signed to law, will not only prohibit lecturers from
 having sexual intercourse with underage students; it will also punish 
lecturers who demand for sex from female students as a condition to 
giving passing grades.<br />

Presenting the report on the Bill to the Senate on Thursday, the 
Committee chairman on Judiciary, Human Rights and Legal Matters, Senator
 David Umaru said the Bill enjoyed full supports of various stakeholders
 and civil society groups during public hearing.<br />

As against the initial proposal of the sponsors of the Bill that any 
lecturer who harasses female student shall be liable to 3 years 
imprisonment; Senator Umaru said the clause has been amended.<br />

“Any person who commits any of the acts specified in section 3 of 
this Act is guilty of an offence and shall, on conviction, be sentenced 
to imprisonment of up to 5 years but not less than 2 years and there 
shall be no option of fine”, the Bill reads.<br />

It was, however, agreed upon presentation, that the penalty should be
 5 years imprisonment or option of fine to the tune of N5m or both.<br />

The Act also provides that the head of an institution upon receiving a
 written complaint of sexual harassment from a victim, shall set up a 
‘Sexual Harassment Investigation Panel’ which shall submit its report in
 writing within 30 days.<br />

The panel shall be headed by a non academic staff who is not less 
than the rank of Assistant Director, with 2 members of the Academic 
Union and 2 members of the Nigerian Bar Association.

 witness, Richard Ihediwa, told a Federal High Court on Thursday that 
embattled Olisa Metuh, solely funded publicity activities during 
Jonathan’s re-election campaign.<br />

Metuh, a former National Publicity Secretary of Peoples Democratic Party, is being tried for alleged N400m money laundering.<br />

Ihediwa, who was Metuh’s Personal Assistant on Media, disclosed this 
while being led in evidence by the defence counsel, Mr. Onyechi Ikpeazu 
(SAN).<br />

He said that it came to a point that the ‘situation room’ was not 
funded by the party, and Metuh decided to pick up the burden and funded 
the activities of the publicity team from his pocket.<br />

The witness said the financial status of the publicity arm was so bad
 that at a point they could not pay companies that ran adverts for them.<br />

He said, “But Metuh begged and asked me to understand that the office was not funded.<br />

“That was when it was decided that extra hands be hired but he (Metuh) said he will pay them from his pocket.<br />

“The nature of our schedule was so tight that I literally broke down 
because of pressure of work. I couldn’t cope because I was alone.<br />

“I told Metuh I would not be able to continue except he hired other professionals.<br />

“He reminded me that funding was an issue in the party and said he 
had severally made a case to the national working committee to no avail.<br />

“He pleaded I should continue but I said I couldn’t under such conditions.”<br />

The witness further told the court that when he sought to know why 
his boss was using his personal funds for the party, he explained that 
he didn’t want to fail as a publicity secretary.<br />

He said, “He (Metuh)  bought laptops, cameras, video cameras and was 
the one paying the monthly allowances of the five new media aides he 
engaged.<br />

“As I speak, the party has not refunded him that money.”<br />

The trial judge, Justice Okon Abang, adjourned the case till Oct. 31 for continuation of trial.
