<strong>ExxonMobil,
 the world’s largest oil company by market value, has quit Nigeria’s 
downstream oil sector, divesting its 60 percent stake in Mobil Oil 
Nigeria (MON).</strong><br />
In a statement circulated on Thursday, the
 company, which has a market value of $460 billion – more than Nigeria’s
 gross domestic product (GDP) – said it made business sense to quit the 
downstream oil sector at this time.<br />
“Following these assessments, 
we sometimes find that it makes greater business sense to divest when 
the businesses are estimated to have higher value to others,” ExxonMobil
  said.<br />
The company went on to say “this decision is in no way a 
reflection of our view on the local business climate, financial results 
or the workforce”.<br />
Nipco Plc., an indigenous downstream oil and 
gas company, confirmed the acquisition of ExxonMobil’s 60 percent stake 
in Mobil Oil Nigeria Plc (MON).<br />
Venkataraman Venkatapathy, 
managing director, Nipco Plc., said: “With the signing, we will start 
the transition period and initiate the process of obtaining regulatory 
approvals from the requisite federal agencies – SEC and NSE.<br />
“This will also enable Nipco Plc. to effectively manage a smooth and successful completion of the transaction.<br />
“It
 is part of our strategic move to support Nipco’s continuous growth and 
expansion of its Nigerian retail footprint. We are confident of adding 
tremendous value to MON and likewise MON will add a huge value to 
Nipco.”<br />
With a revenue stream of $246,204 billion, ExxonMobil, 
founded by John D. Rockefeller, one of the world’s richest men of all 
time, is the second biggest company in the world – just after Walmart 
and before Apple on <a href="http://beta.fortune.com/fortune500/" target="_blank"><strong>Fortune 500 list.</strong></a><br />

Musa,
 poached from CSKA Moscow in the summer as the champions’ record signing
 at the time, has struggled so far this season, eventually suffering 
relegation to the bench following the arrival of Islam Slimani.<br />
However,
 he opened scoring on Saturday in the home duel with Crystal Palace, 
firing the ball into the right hand corner of the net off a flowing team
 move also involving Slimani and Shinji Okazaki.<br />

Okazaki doubled 
the lead in the 64th minute, hitting the ball home from inside the 
18-yard box after a Palace attempt to clear a Leicester attack from the 
left flank fell to him.<br />

#Pendulum: A President and Nation at Work

<p dir="ltr">Sometime in April this year, I was a guest on a radio programme on Ghana’s Starr FM. I was asked to assess the pace of development in Ghana under the current administration of President John Dramani Mahama. My perspective on what I considered the great work that President Mahama was doing in Ghana immediately set in motion what became a chain reaction of several media conversations on the performance of President Mahama. Those who felt nothing good could come out of Nazareth dismissed every positive appraisal of the Mahama administration. At this time, the predominant rhetoric was that nothing good was happening in Ghana. His critics and political opponents labeled him incompetent. It was the most malicious misrepresentation of a leader who had taken unprecedented steps in the infrastructural development of his country. It was as if there was a conspiracy to hide the humongous transformation that was unfolding in Ghana.<br>
I have lived in Ghana for the past fifteen years. My work as publisher of Ovation International magazine has seen me traveling across all continents of the world within the past twenty years. I know development when I see it. The little I had seen under President Mahama was visible enough to the blind and audible enough to the deaf that truly, this was a nation that had made significant progress from where it was some five to ten years ago. My idea of Ghana under President Mahama was built on the foundation of the work that I saw. But the cynics would have none of it. The discordant tune of cynics and doomsday prophets who saw nothing good in this great African nation challenged us to embark on a fact-finding mission across the various developmental projects of the Mahama administration.<br>
A few weeks after my interview with Starr FM, Ovation International established contact with President Mahama’s office and requested an audience with the President. Within a few days, access was granted to our media team to all the various projects nationwide. The journey towards the production of the Ovation International World Exclusive on Ghana began.<br>
As our crew covered project to project, they traveled the lengths and breadths of Ghana, conducting interviews with citizens, visiting project sites to see first-hand and to ask questions about these projects. There were times our crew had to travel on the President’s entourage, just to ensure that they captured in detail most of the significant events now documented in this collector’s edition.<br>
As we moved from location to location, what we saw was a nation and a government in a hurry to deliver the dividends of democratic governance to its people. As we began to unveil teasers on the projects undertaken by the Mahama administration, the narrative started changing. Those who initially said nothing was being done by the Mahama administration now sought to label the projects as “an artist’s impression”. When that narrative fell flat on its face, they switched to a new melody; this time, the discordant tune was the tale of how the projects were too expensive!<br>
But this itself reflects the sheer tragedy of politics with bitterness. There are several lessons to take away from the unfolding scenario in Ghana, the process that produced this historic edition of Ovation International and the steady, resolute focus of President Mahama in the face of impossible odds.<br>
First, President Mahama did not hesitate in giving us approval and access to these projects. The simplicity of his style of governance helped collapse the walls of unprecedented bureaucracy that is commonplace around government officials of his caliber. From his residence to his office to the projects we covered nationwide, his remarkably efficient disposition to the business of governance is worthy of emulation.<br>
Second, it is a lesson of life that you never know who would appreciate what you are doing. It has taken this special edition of Ovation International to convert many skeptics in Ghana to ardent admirers of what I love to describe as the “Mahama Magic”.<br>
Third, President Mahama’s approach to vile criticisms from his political opponents and critics speaks volumes about his personality and character as a perfect gentleman who does not belong to the school of do-or-die politics that has largely become the bane of the African continent. Despite the insults hurled at him, he refuses to take offence. His usual way of responding to his critics is that “When you are not on the seat, you can never imagine what it takes to be the President of a country.”<br>
For Ghanaians who have followed the Ovation trajectory over time, long before President Mahama became the vice President of Ghana, we have devoted great attention to Ghana because of the significant socio-political and economic bonds that Nigeria and Ghana share so closely. Ovation’s interview with President Jerry John Rawlings and his wife Nana Konadu Agyeman Rawlings remains one of the lengthiest ever granted by the founding father of Ghana’s National Democratic Congress (NDC). We covered the good works of President John Agyekum Kufuor and collaborated with the late Honourable Jake Obetsebi Lamptey to promote tourism in Ghana. We supported the administration of the late President John Atta Mills. We are glad to extend the same hand of fellowship to President John Dramani Mahama.<br>
Last night in Accra, we launched the special edition of Ovation International focused on Ghana at an event attended by His Excellency President John Dramani Mahama and graced by the crème of Ghana’s media personalities and celebrities.<br>
What we have done represents another bold step by Ovation International magazine in its remarkable twenty-year history of projecting the best and brightest of the African continent to the world. This edition of the magazine is a world-class documentation of developmental activities in Ghana under President John Dramani Mahama. Lagos 
State Government may soon join the growing number of states such as Edo,
 Ogun and Anambra that have imposed death sentence on kidnappers.</div>
<div style="text-align: justify;">
According to a private member bill 
sponsored by the Speaker of the Lagos State House of Assembly, Hon. 
Mudashiru Obasa, any person, who kidnaps, abducts, detains, captures or 
takes another person by any means or tricks with intent to demand ransom
 or do anything against his/her will commit an offence, and liable on 
conviction to death sentence.</div>
<div style="text-align: justify;">
The bill went through a public hearing 
on yesterday at the Lateef jakande Auditorium within the Assembly 
premises with some stakeholders in attendance.</div>
<div style="text-align: justify;">
Attempt to kidnap is also criminalised 
under the bill and it was suggested that such a person would be 
committed to life imprisonment.</div>
<div style="text-align: justify;">
Also, the bill is against false 
representation to release a kidnapped or abducted person under Section 
4,  and this attracts seven years imprisonment.</div>
<div style="text-align: justify;">
Furthermore, the bill provides that any 
person, who knowingly or wilfully allows or permits his premises, 
building or a place belonging or occupied to which he has control of, to
 be used for the purposes of keeping a person kidnapped is guilty of an 
offence under the law and liable on conviction to a term of imprisonment
 of 14 years without an option of fine.</div>
<div style="text-align: justify;">
A legal practitioner, Mr Richard 
Komolafe from the United Action for Change (UAC), who spoke at the 
stakeholders meeting, commended the bill but said that death sentence 
was no longer fashionable all over the world.</div>
<div style="text-align: justify;">
Komolafe said:”Hanging itself is inhuman
 by conventions as against life imprisonment. I appreciate this bill, it
 is very timely, but we hope it will be passed in time.”</div>
<div style="text-align: justify;">
He, however, urged the lawmakers to find a way of not getting genuine rescuers from being roped in cases of pretentious kidnap.</div>
<div style="text-align: justify;">
Another stakeholder, who is the Director
 of Legal Drafting in the Lagos State Ministry of Justice, Mrs. Yejide 
Kolawole, who also commended the bill, said that it was essential that 
element of conspiracy and attempt to kidnap be added in the bill.</div>
<div style="text-align: justify;">
“I suggest 21 years imprisonment for 
conspiracy to kidnap, depending on the level of involvement. However,  
seven years penalty for section 4 is too mild. I suggest  20 years to 
deter those who would want to engage in the crime.</div>
<div style="text-align: justify;">
“On Section 5, anyone who instigates 
kidnapping should be given a stiffer penalty of 25 years, though the 
person does not participate overtly in act.</div>
<div style="text-align: justify;">
“On Section 7, owners of a building used
 to aid kidnapping should have a higher punishment than mere forfeiture 
of property,” she said.</div>
<div style="text-align: justify;">
Also, a Chief Magistrate in Lagos State,
 Mrs Seri Sholebo said that it was fundamental to add conspiracy to 
kidnapping, stressing that the ministry had not been able to convict 
offenders on conspiracy since 2011.</div>
<div style="text-align: justify;">
Sholebo however, suggested 180 days 
window for trials of offenders rather than the stipulated 60 days due to
 anticipated delay in handling the cases.</div>
<div style="text-align: justify;">
A Director in the Lagos State Office of 
Public Defender (OPD), Mr. Borokini Fatai wanted to know what could 
happen if the trial could not be concluded within 60 days, as he said 
that a defence counsel could ask for the withdrawal of the matter after 
the stipulated number of days.</div>

soon be let out of custody by the Economic and Financial Crimes 
Commission (EFCC) following indications that he has agreed to make 
refunds of the money he allegedly collected from the Office of National 
Security Adviser (ONSA).</b></i></div>

The anti-graft agency accused the ex-minister of collecting N785 million from ONSA while in office.</div>
<div style="text-align: justify;">
His friends and associates are understood to be rallying around him to raise the funds as a first step to secure his bail.</div>
<div style="text-align: justify;">
Obanikoro is understood to be targeting  N100 million as first installment  of the refund.</div>
<div style="text-align: justify;">
From ONSA, about N4.685 billon was transferred to Sylva McNamara Limited, a company allegedly linked to the ex-Minister.</div>
<div style="text-align: justify;">
Obanikoro told EFCC interrogators  that 
N3.880 billion of the N4.685 billion was allocated to Governor Ayodele 
Fayose  of Ekiti State  and  Senator Iyiola Omisore.</div>
<div style="text-align: justify;">
He also said he handed over $5.377 
million (about N60 million then) cash to Fayose at Spotless Hotel, 
Ado-Ekiti in the presence of the former Secretary of the Peoples 
Democratic Party in the state, Dr. Tope Aluko and other party stalwarts.</div>
<div style="text-align: justify;">
He said the balance of N785 million was expended on alleged anti-Boko Haram campaign in Lagos and the South-West.</div>
<div style="text-align: justify;">
A source, who spoke in confidence, said:
 “The ex-minister has been cooperating with detectives and he appears 
willing to refund some cash out of the N785 million traced to Sylvan 
McNamara.</div>
<div style="text-align: justify;">
“I think his associates and friends have
 rallied around him, having discovered that the bulk of the cash from 
ONSA went to Fayose and Omisore.</div>
<div style="text-align: justify;">
“I think he might initially refund N100 
million to get bail reprieve in order to prevail on others who benefited
 from the N785 million to repay the slush funds.</div>
<div style="text-align: justify;">
“The refund is one of the issues delaying the granting of bail to the ex-minister.”</div>
<div style="text-align: justify;">
Obanikoro had said:  “The balance of 
N785 milion were used to prosecute the following: 1. procurement of 
souvenirs for the promotion of anti-Boko Haram insurgency in Lagos; 2. 
N200million for surveillance activities; 3. N200 million and other 
remaining funds were for operations managed by Taiwo Kareem.</div>

“Taiwo Kareem impressed the former NSA 
with his management of pre and post-election funds. To God be the glory,
 the two elections were carried out without any loss of life</div>

“When bomb blast occurred in Lagos on 
the 25th of June 2014, the NSA was disturbed and told me of his 
commitment to ensure that such doesn’t reoccur.</div>
<div style="text-align: justify;">
“He expressed the grave consequence that the reoccurrence will have not only on Lagos but the economy of the entire country.</div>
<div style="text-align: justify;">
“He emphasised the need for local input 
to complement the activities of security agencies. This is how Sylvan 
McNamara was introduced.”</div>
<div style="text-align: justify;">
The EFCC had discovered that Sylvan 
Mcnamara Limited, allegedly owned by Obanikoro and his sons,   was used 
to launder the N4.745 billion.</div>
<div style="text-align: justify;">
The company, which was incorporated in 
November 2011 had the following as its directors: a close aide of the 
ex-minister, Ikenna Ezekwe (700,000 shares) of 51 Simpson Street, 
Ebute-Metta; Idowu Oshodi (299,000 shares) of 8, Prince Tayo Adesanya 
Street, Park View Estate, Ikoyi; and Elizabeth Adebiyi (1,000 shares) of
 3, Adedoyin Street, Ijeshatedo, Surulere.</div>
<div style="text-align: justify;">
Ikenna Ezekwe’s account  has been  de-frozen by the EFCC since the slush funds were not traced to him.</div>
<div style="text-align: justify;">
Ezekwe has also been removed as the director of the slush company.</div>
<div style="text-align: justify;">
A document said: “To set the stage for 
the use of the company for money laundering, the board of directors on 
May 7, 2012  passed a resolution that the company should open an account
 and appointed Mr. Gbolahan Obanikoro, Ikenna Ezekwe, Ms. Theresa 
Matuluko (Secretary) and Mr. Babajide Obanikoro as the signatories to 
the account.</div>
<div style="text-align: justify;">
“The board added that the signing combination be that any of the signatories can sign alone.”</div>
<div style="text-align: justify;">
EFCC claimed that  when it was time to 
illegally draw the N4.745 billion from ONSA as war chest for Ekiti 
Governorship poll, ex-minister Obanikoro made the account of Sylvan 
Mcnamara Limited available and coordinated the disbursement.</div>

Contacted, Obanikoro’s spokesperson, Jonathan Eze, said he was not aware of the development.</div>

A former Secretary of the Peoples Democratic Party (PDP) in Ekiti 
State, Dr. Tope Aluko, has told the Economic and Financial Crimes 
Commission (EFCC) of how a former Minister of State for Defence, Sen. 
Musiliu Obanikoro, handed over $5.377m cash to Governor Ayo Fayose.<br />

He said the cash, which was put in a green military truck by the 
ex-minister, was given to Fayose in the presence of nine PDP elders.<br />

He listed those who witnessed the collection by Fayose as a former 
Secretary to the State Government, a senator, two members of the House 
of Assembly, a former Director-General and others.<br />

Aluko, it was learned, had one-and-a-half hours hostile encounter with Obanikoro.<br />

Upon receiving the large suitcase (box) and a key to open it, he 
said, Fayose and Obanikoro retired into an inner room of Spotless Hotel 
for a brief discussion.<br />

the backdrop of the ongoing probe of how the ex-minister shared the 
N4.745billion wired to a company linked to him by the Office of the 
National Security Adviser (ONSA).<br />

The N4.685billon was transferred to Sylva McNamara Limited out of 
which N60million ($5.377m) cash was personally given to Fayose by the 
ex-minister.<br />

Obanikoro, however, told the EFCC team that he gave Fayose the cash in the presence of PDP elders including Dr. Tope Aluko.<br />

According to a source, Aluko told the detectives: “The ex-minister 
brought the $5.377million cash to Spotless Hotel for Fayose in a green 
military trunk. He was accompanied by four military men.<br />

“Obanikoro handed over the trunk and a key to Fayose in the presence of nine eminent PDP elders in the state.<br />

“Holding a piece of paper, Obanikoro later entered into an inner room
 in the hotel for a brief discussion with Fayose. Maybe the paper was 
for Fayose to acknowledge the receipt of the cash.<br />

“Upon coming out, Fayose opened the trunk with the key and we all saw
 it was filled with dollars. We had a list of how we wanted to use the 
money but we had not expended the Naira cash at hand.<br />

“Fayose, who asked me to call other PDP leaders, later took the trunk
 to his room at the hotel for safe keeping. That was the last we heard 
about the cash.”<br />

Another source in EFCC claimed that Aluko and Obanikoro had about 
“one-and-a-half hours of unfriendly encounter” before interrogators.<br />

The source said: “Both Obanikoro and Aluko were brought to the 
interrogation room by EFCC detectives. They asked if Aluko had ever met 
the ex-minister, the ex-PDP Secretary in Ekiti State said: ‘Obanikoro 
was the liaison personnel between the Presidency and Fayose.<br />

“He confirmed that he had met with the ex-minister at a meeting in Abuja before the delivery of the money.<br />

“Aluko also admitted that he was present when Obanikoro brought the over $5.377m cash to Governor Ayo Fayose.”<br />

The EFCC had uncovered how Sylva McNamara, which was incorporated in November 2011, was used for the slush funds from ONSA.

The
 federal government has finally re-introduced History as one of the 
subjects in the nation’s primary and secondary schools’ curriculum, 
explaining that its introduction as an independent subject and not a 
mere theme was necessitated by the clamour and concerns by several 
groups, including the Presidency, National Assembly and other critical 
stakeholders in the education sector.<br />

The Minister of Education, Mallam Adamu Adamu, had urged delegates to
 the recent National Council of Education, NCE, to consider the 
disarticulation of social studies in the current curriculum and 
re-introduction of History as a subject, adding that leaders in the 
education sector committed “a mistake” by removing History.<br />

Speaking on Thursday at the flag-off ceremony for the Disarticulation
 of History from Social Studies Curriculum in Abuja, Adamu stated that 
the learning of History will enable children in the earliest stage 
become well enlightened citizens of the society who respect diversity 
and strive for attainment of the unity of Nigeria as one indivisible 
entity.<br />

He called on experts involved in the disarticulation exercise to 
develop curricular objectives and contents that will lead to positive 
learning outcomes.<br />

“I, therefore, urged all stakeholders, state governments, honorable 
commissioners of education, schools, teachers, and parents to embrace 
and key into this development and ensure a proper implementation of the 
history curriculum when it is finally developed,” he said.<br />

The minister further assured that the federal government was poised 
to introduce positive changes in education in a way that will enhance 
the socio-economic development of Nigeria.<br />

His words, “The Federal Ministry of Education recently developed its 
plan: on Education for Change: A Ministerial Strategic Plan (2016-2019),
 which contains several initiatives and activities to be executed, 
including the disarticulation of social studies and reintroduction of 
the teaching of history in primary and junior secondary schools.”<br />

Adamu disclosed that the plan document was approved by the National 
Council of Education, NCE, at its 61st Ministerial session of 27th – 
30th September, 2016.<br />

“Following this, the National Education Research and Development 
Council (NERDC), the agency that has the mandate to develop curriculum 
especially at this level, was directed to start the process of 
disarticulating history from social studies,” he said, assuring that the
 different stages for the execution of the project would be pursued 
vigorously and efficiently to its logical conclusion.

add the caveat he’d “totally accept the results” if he were to win.</div>

people of the United States that I will totally accept the results of 
this great and historic presidential election — if I win,” Trump said to

“Of course, I would 
accept a clear election result, but I would also reserve my right to

Obanikoro has been singing his way deeper and deeper 
into trouble, sources at the Economic and Financial Crimes Commission 
(EFCC) have told <em><strong>Pulse.</strong></em></div>

Obanikoro surprisingly turned himself into the 
waiting arms of the anti-graft agency as soon as he touched down in 
Nigeria from the United States last week.</div>
<div align="justify">
The former Lagos State Governorship aspirant on the platform of the <strong>Peoples Democratic Party (PDP)</strong> is being investigated for frittering N4.745bn.</div>
<div align="justify">
The sum came from the $2.1bn meant for the procurement of arms but which was diverted to meet political ends by erstwhile <strong>National Security Adviser, Sambo Dasuki</strong>, investigators say.</div>

witch-hunt, injustice and charade but I’ll fight it legally, with God 
and clear conscience on my side.</em></div>

children to any financial scam.</em></div>

 Obanikoro who has been cooling his heels in custody of the anti-graft 
agency since last week.</div>

Ekiti State Governor Ayodele Fayose. He’s also mentioned Iyiola Omisore.
 You’ll recall that Fayose and Omisore were some of the voices in that

(Obanikoro) admitted that he transferred N1.7bn to Senator Iyiola 
Omisire out of the N4.685bn paid into the Sylva Mcnamara’s account on 
the instructions of Col. Sambo Dasuki, the former NSA.</em></div>

<em>“He said a total of N3.880bn was transferred to 
Fayose and Omisore from the N4.685bn that was transferred to the company
 account of Sylva McNamara.</em></div>
<div align="justify">
<em>“The former minister told the commission that 
Tope Aluko (the then Ekti State Secretary of the PDP) and other PDP 
leaders were present when the dollars were handed over to Fayose, who 
took them to a room next to where they met.”</em></div>

An EFCC operative who spoke to Pulse on the basis of 
anonymity because he had not been authorized to comment on the subject, 
said: <em>“We have him (Obanikoro) exactly where we want him. The 
feeling we are getting is that he won’t go down without the likes of 
Fayose and Omisore”.</em></div>

The
 Central Bank of Nigeria, CBN, in conjunction with Heritage Bank Plc, 
yesterday, commenced the process for the disbursement of N930 million to
 310 young entrepreneurs under the Youth Entrepreneurship Development 
Programme, YEDP, so as to help address the rising unemployment situation
 in the country, empower the youths and reactivate the economy.<br />

Speaking at the commencement of the loan disbursements to the 
beneficiaries, comprising members of the National Youth Service Corps, 
NYSC, graduates and artisans, the Governor of the CBN, Mr. Godwin 
Emefiele, disclosed that the YEDP is part of the plan by the CBN and the
 Federal Government to create over one million direct jobs by 2020.<br />

Emefiele, who was represented by the Deputy Governor, Corporate 
Services Directorate of the CBN, Mr. Suleiman Barau, stated that the aim
 of the programme was to ensure that the creative energies of the over 
64 million Nigerian youths are harnessed to stimulate growth, address 
restiveness and promote economic development.<br />

He said, “To realize this objective, the CBN in partnership with the 
NYSC and Heritage Bank began the pilot seven months ago, to inspire and 
harvest the entrepreneurial abilities of Nigerian youths towards 
creating over one million direct jobs by 2020.”<br />

“I am pleased to announce the disbursement of funds to the first 
batch of 310 prospective entrepreneurs under the YEDP, while other 
applicants are at different stages of completing their loan 
documentation process.”<br />

Emefiele further stated that the Programme is open to youths of 
between 18 and 35 years who are serving Corp members, graduates or 
artisans, while he stated that all youths in this category are eligible 
to apply and be pre-qualified for training on entrepreneurship before 
they can access credit lines of up to N3 million at single digit 
interest rate.<br />

According to him, the programme is premised on the provision of 
timely and affordable credit to identified youths entrepreneurs with 
expected multiplier effect on job creation and economic growth.<br />

He added that the YEDP has the potential of becoming the stimulus for
 job and wealth creation, growth and economic development through 
improved access to finance for young entrepreneurs.<br />

He also assured the business community that the CBN would continue to
 provide enabling environment, devise ways and means to grow the real 
sector towards a self-reliant economy.<br />

Speaking in the same vein, Managing Director, Heritage Bank Plc, Mr. 
Ifie Sekibo, stated that the beneficiaries would get the fund as soon as
 certain issues raised by the beneficiaries are addressed.<br />

According to Sekibo, who was represented by Group Executive Director,
 Lagos and South-West Corporate Banking of Heritage Bank, Mrs. Mary 
Akpobome, a proper process of disbursement would be done to the benefit 
and happiness of all parties.<br />

He said, “They will get the money as soon as all those issues they 
raised are addressed. The money is available. They have been disbursed. 
CBN has disbursed to the banks. It is now about sorting out whatever the
 challenges are, and then the funds are now made available.”<br />

Commenting on the process, Sekibo stated that the target was for 
1,000 beneficiaries, adding that the initial applicants were 4,000, 
while there are presently 7,000 applicants waiting.<br />

He said, “We are optimistic that by the time we are done with the 
initial 1,000, and we go back, we would be able to accommodate as many 
as are qualified as possible, and obviously expand the amount of money 
that is needed to do that.”<br />

He, however, declared that the process is going to be reviewed, 
stating that “for each of the items, you see, when you get an offer 
letter, if there are any of the line items that are conditions that you 
have a challenge with, it is obviously going to be reviewed with all 
parties.”<br />

Also speaking, Director-General of the NYSC, Brigadier-General Sule 
Kazaure, said the YEDP was introduced in March 2016, with the aim of 
funding the business plans of corps members so as to encourage and 
motivate others to imbibe the culture of entrepreneurship.<br />

He further stated that the programme was also designed to facilitate 
access to other funding agencies and sources of support to corps 
members, while also making it possible for corps members to access 
Micro, Small and Medium Enterprises, MSMES, funds from the CBN through 
Heritage Bank and other banks wishing to join in the programme.<br />

He urged the beneficiaries of the programme to remain focused, while 
also ensuring that the loans are paid back to make for extension of the 
same facilities to other corps members.

Andres Lammei, a lawmaker and chairman, Working Group on Africa of the 
CDU/CSU in the Federal Parliament of the Federal Republic of Germany, 
has said that the legislative arm in Nigeria and other African countries
 are not duly respected by the executive.<br />
<a href="https://www.blogger.com/null" name="more"></a>Lammei made this statement yesterday while receiving 
in audience some select state parliamentarians and parliamentary staff 
from Nigeria at the Bundestag, Parliamentary Building in Berlin, 
Germany. He noted his observation and concerns over the ‘$50 billion’ 
that often disappeared from the treasury of governments across Africa 
annually, saying that that would always impede development in the 
county.<br />
<br />
The lawmaker, who revealed that he doesn’t envy the African legislature,
 ‘giving the state of affairs’, also noted that most African embassies 
in Germany are not doing enough to change the Germans’ perception of the
 continent; for this reason, he revealed that the team of lawmakers he 
is in charge of is on a study tour of German parliament, organised by 
the Konrad Adnauer Stiftung, a German NGO with Country Office in 
Nigeria.<br />

<i><b>“Nigeria is on our itinerary next year. We will be paying a visit to the
 parliament. Africa’s parliaments are not too good; they are not well 
equipped, their rights are not respected. In fact they are confronted 
with major bureaucratic bottlenecks by operators in the executive. 
Government should keep improving on financial resources for an effective
 parliament.  No country in the world is interested in making 
parliaments work. Honestly, I don’t envy African MPs giving the state of
 affairs in their countries. We need to raise awareness of opportunities
 in Africa rather than disasters. Unfortunately, African ambassadors 
here in Germany are not helping matters. Although, some of them are 
active and even visit us here in the parliament, quite a large chunk of 
them are not,” the lawmaker added.</b></i></blockquote>

The lawmaker, who said his group was made up of lawmakers with passion 
for African development, however, lamented that the rate of corruption 
remained a major challenge to effectively realising their goals for 
Africa.<br />

<b>“It gives me a grave concern, if the number is right as obtained in the 
press, that $50billion disappears in Nigeria and across Africa 
annually.  The question is, how much does Africa even get as development
 aid? Many African leaders and politicians invest in other countries. A

This must stop if the right investments are to come. This is 
corruption.  When I talk to German businessmen about investing in 
Africa, they often show me the Corruption Index of these countries.</b></blockquote>

“In Germany, corruption is illegal, as 95% of our businesses are made up
 mainly of small and medium scale. Families will go and invest only 
where there is legal security where business is safe,” the lawmaker

said the tour was part of efforts being made by the Foundation to help

years to save up the $15million dollars that has now been frozen by the 
Economic and Financial Crimes Commission (EFCC).</strong><br />

In 
September, it emerged that Mrs. Jonathan was the subject of an EFCC 
investigation regarding the source of the money, but she maintained 
innocence — even though the four individuals representing the companies 
linked with the alleged laundering had <a href="https://www.thecable.ng/companies-involved-patience-jonathans-money-laundering-case-plead-guilty" target="_blank"><strong>pleaded guilty to the charge in court</strong></a>.<br />
<br />
The
 companies – Seagate Property Development & Investment Co. Limited; 
Pluto Property and Investment Company Limited; Trans Ocean Property and 
Investment Company Limited and Development Company Limited – pleaded 
guilty to conspiring to launder $15 million.<br />
<br />
Directors of the companies are domestic workers of Waripamowei Dudafa, Jonathan’s special adviser on domestic affairs.<br />
<br />
Patience <a href="https://www.thecable.ng/patience-jonathan-15m-medical-bills" target="_blank"><strong>had previously clarified</strong></a> that the $15m was for her foreign medical bills and other private expenses, and even <a href="https://www.thecable.ng/patience-jonathan-for-going-after-my-money-efcc-is-a-big-thief" target="_blank"><strong>branded the EFCC a big thief</strong></a> for going after her money.<br />
<br />
But in <a href="https://www.thecable.ng/just-patience-jonathan-asks-court-dissolve-serap" target="_blank"><strong>a suit she filed</strong></a> against the Socio-Economic Rights and Accountability Project, which had earlier <a href="https://www.thecable.ng/serap-fg-must-prosecute-patience-jonathan-within-7-days" target="_blank"><strong>given the federal government a seven-day ultimatum</strong></a>
 to prosecute her, Patience explained that she got the money from gifts 
from people she could not even remember, over a 15-year period.<br />
<br />
“There
 has been a running battle between the Economic and Financial Crimes 
Commission (EFCC) and Mrs Jonathan with respect to the release of her 
legitimately earned funds which were deposited in accounts opened in the
 names of certain companies by one of her husband’s aides without her 
authorization,” her attorneys had written to the court, according to 
SERAP.<br />
<br />
“The funds in question were legitimate gifts from her 
friends and well-wishers over the last 15 years, which she had been 
saving in order to utilize to upgrade family businesses and concerns, 
which had been somewhat dormant by reason of the long period of her 
husband service as a public officer in Nigeria.<br />
<br />
“The gifts were 
given in small contributions by several persons, some of whom she cannot
 even now recall over this period of 15 years sometimes in as small a 
gift as N250,000 Naira. In order to preserve the value of these funds, 
which she did not require for any purpose at the time, she changed them 
into foreign exchange and kept them as cash for a long period in her 
home safe in Port Harcourt and Abuja.<br />
<br />
“It was when the family home
 in Otuoke was burnt down by hoodlums under the instigation of political
 adversaries in 2010 that she began to think about banking these gifts, 
which had now grown to large sums in United States Dollars. In 2010, she
 therefore summoned one of her husband’s domestic aids, Waripamo-Owei 
Emmanuel Dudafa to assist her in opening bank accounts into which the 
funds could be deposited.<br />
“Unknown to her, the said Dudafa, in a 
bid to be discreet about the owner of the funds, decided to bank the 
funds in the names of companies owned by him. When she discovered this, 
she was constrained to continue with the names of the companies when she
 was advised that it did not make any difference as to the ownership of 
the funds since the director of the company would appoint her as sole 
signatory to the accounts in question.”<br />
<br />
Patience explained that 
when Dudafa was arrested in 2016 and detained, she had no fear for the 
funds, as she realised that the funds could not be attributable to him 
once it was discovered that she was the sole signatory to the said 
accounts.<br />
<br />
“It was therefore a rude shock to her when she 
discovered that a no transaction order had been placed on the accounts 
by the EFCC in the belief that the funds belonged to Dudafa,” she added.<br />
<br />
“She
 instructed her solicitors to further write to the EFCC to inform them 
that the funds belong to her and that they formed a part of her 
legitimate earnings over the last 15 years. It was this letter that was 
leaked by the EFCC to the media that became sensationalized and led to 
the plaintiff’s vilification and attack by ignorant persons who had no 
information about the matter.”<br />

 an impressive growth yet he is praising a President Buhari under whom

 fore front of the protests and Malam Nasir Elrufai, who coordinated 
activities during the Occupy Nigeria protests. This is nothing short of 
intellectual dishonesty.</span></div>

Jega for his honesty. What he failed to mention is that it was President
 Jonathan who nominated and appointed the honest Jega without having 
ever met him and that it is this same honest Jega that was fully in 
charge of posting officials to states to serve as Resident Electoral 
Commissioners and who (along with his board) had power to recall and 
discipline any REC.</span></div>

I have been reliably informed by my sources within the Economic and 
Financial Crimes Commission (EFCC) that they are planning to re-arrest 
and detain me for as long as possible once again even though I have been
 granted bail by the Federal High Court in Lagos.

Fresh charges were filed against me by the EFCC at the Federal High 
Court in Abuja on July 7th.<br />

 The allegations border on a baseless allegation and false claim that I 
received twenty six million naira from the NSA's office in 2014. These 
are politically-motivated charges and there is no truth in or substance 
to them whatsoever. <br />

The case has been assigned to a judge and the date for arraignment has been set for <span class="aBn" data-term="goog_551277230" tabindex="0"><span class="aQJ">10th November</span></span> before Justice Tsoho of the Federal High Court in Abuja. </div>

My
 lawyers were in court for the original date of arraignment on the 14th 
of October but for some curious reason the EFCC did not show up on that 
day. </div>

The matter was therefore adjourned till <span class="aBn" data-term="goog_551277231" tabindex="0"><span class="aQJ">10th November</span></span>
 and my lawyers have given an undertaking to the Judge to ensure that I 
am in court on that day. They have also written to the EFCC to that 
effect and our letter was acknowledged by them. </div>

Because
 of that the matter is now seized of the court yet the EFCC are still 
planning to arrest me probably at the premises of the Federal High Court
 in Lagos after I appear there on <span class="aBn" data-term="goog_551277232" tabindex="0"><span class="aQJ">friday 21st October</span></span> to attend my trial on the trumped up and, again, politically-motivated charges concerning the presidential campaign funds. </div>

 they do not arrest me then they will arrest me and seek to detain me 
for as long as possible soon after that. Whichever way they will come 
and I am ready for them. I am not running. </div>

 truth is that the EFCC are a ready, willing and able tool in the hands 
of the hawks and hardliners in the Buhari administration and they are 
apparantly acting on orders. </div>

 are desperate to keep me out of circulation and off the streets and I 
have been reliably informed that they were ordered to ensure that that 
is the case by the Presidency. </div>

 are also eager to arrest and detain my wife and my 8 month old son just
 to hurt and spite me even though they have done absolutely NOTHING 
wrong. </div>

of garbage and lies to the media about me and my family and they will 
say all sorts of things about supposedly new matters which they have

 will even claim that I have admitted to certain crimes, that I have 
been badly implicated and that I in turn have implicated other people.

A mother, Veronica Panarello, received a 30-year jail term for 
murdering her son because he discovered she was having an affair with 
his grandfather.<br />

Veronica Panarello strangled her son Loris Stival with electrical 
cables then abandoned his body in a remote gully in Santa Croce, Sicily,
 Metro UK reported.<br />

She thereafter lied to the police that the boy had been kidnapped.<br />

She said she had taken Stival to school but was not seen as for the time she went back to get him in the afternoon.<br />

Nevertheless, CCTV footage showed that she had not dropped him off at school that day.<br />

Prosecutors branded her an ‘egocentric, manipulative liar.’<br />

Even after she had been found guilty of Loris’ murder and received the sentence, she continued to deny the act.<br />

She also blamed the husband’s father, Andrea Stival, When she confessed that her son had been killed in November 2014.<br />

She told an earlier hearing that he had helped to plot and then carried out the murder because Loris had caught them having sex.<br />

Stival is being investigated as an accessory to murder, according to Italian media.<br />

He has denied the claim and is threatening to sue his daughter-in-law for slander, it has emerged.<br />

Her husband has now filed for divorce.<br />

Ayodele Fayose, has described the voluntary return of ex-minister 
Musiliu Obanikoro to Nigeria as “dramatic and compromised,” following 
the latter’s alleged confessions to the anti-graft agency, EFCC.

Mr. Fayose said he will not be distracted by Mr. Obanikoro’s reported
 confessions that he transferred N2.3billion to the Ekiti leader from 
the Office of the National Security Adviser to fund his 2014 
governorship election.<br />

The governor, in a statement on Wednesday signed by his Special 
Adviser on Public Communication and New Media, Lere Olayinka, said the 
report was a plot by the Federal Government and the Economic and 
Financial Crimes Commission to implicate him “at all cost.”<br />

Mr. Obanikoro, who turned himself in to the EFCC on Monday, has been 
in EFCC custody since then facing interrogation on allegations of 
corruption and receipt of funds from the Office of the National Security
 Adviser without contract awards.<br />
<br />

The former minister of state for defense arrived Nigeria on Monday 
after leaving the country in 2015 amid the corruption allegations. He 
was alleged to have facilitated the disbursement of the funds to Mr. 
Fayose in the build up to the 2014 election in Ekiti through Biodun 
Agbele, an associate of the governor.<br />

A report by Punch Newspaper on Wednesday said Mr. Obanikoro had owned up to the EFCC on the transfers.<br />
<br />

A source close to the former minister also confirmed to PREMIUM TIMES
 that Mr. Obanikoro was “cooperating” with the anti-graft commission and
 had written at least two statements to that effect.<br />

But Mr. Fayose dismissed the report, saying it was the commission’s usual media trial.<br />
<br />

“This project ‘Fayose must be implicated at all cost’ will definitely
 not put food on the tables of Nigerians and for all I care, the 
Economic and Financial Crimes Commission (EFCC) and its collaborators 
can keep running from pillar to post while I keep delivering good 
governance to Ekiti and its people,” he said.<br />

“We have gone past this stage of media trial, EFCC should rather keep
 its gun powder dry, when we get to the bridge, we will cross it. They 
said more than this in the 2006 poultry scam blackmail, despite that, I 
am the governor today.”<br />

While noting that his reaction to the report was only “to fulfill all
 righteousness,” the governor said “those who arranged the dramatic and 
compromised return of Senator Obanikoro to Nigeria obviously did so in 
continuation of their project ‘Fayose must be implicated at all cost.”<br />

He however said he was not bothered because his election was legitimately funded.<br />

“As far as I am concerned, I am busy here in Ekiti attending to the 
welfare and well-being of my people. I won’t be distracted,” the 
governor said.<br />

He said the EFCC should also beam its searchlights on the funding of APC elections.<br />

“Since we are now in the era in which financial assistance from 
Nigerians to fund elections is being criminalised, the international 
community, especially those funding EFCC must insist that the commission
 probes the funding of APC elections before further funds are released 
to the commission,” he said.<br />
