It was a rowdy session at the House of Representatives today after a 
bill seeking to provide immunity for the leadership of the National 
Assembly while in office, was introduced. The bill which is being 
sponsored by Leo Ogor, the minority leader of the house, is proposing an
 amendment to section 308 of the Nigerian constitution to allow the 
national assembly leadership enjoy immunity while in office.

Presenting the bill to members of the house, Ogor said;<br />

"The amendment is straight forward but it needs some clear explanation. 
The amendment seeks to strengthen the national assembly. The leadership 
should be protected in the period they are in office.”

His opinion was immediately countered by the majority leader of the 
house, Femi Gbajabiamila, who argued that since the Senate was presently
 having some issues, discussing a bill on immunity clause for National 
Assembly members is ill timed.<br />

“We must feel the pulse of the people. There is something about timing, 
timing in any piece of legislation is important. There are issues in the
 senate and I pray it’s resolved.”he said

At this point the house became rowdy. After calm was restored, the 
speaker of the House, Yakubu Dogara, said the bill would be sent to the 
special committee on constitutional review for proper scrutiny. He 
however passed the bill for second reading.

The senate has threatened to order the arrest of the Minister of Justice
 and Attorney General of the Federation, Abubakar Malami, if his fails 
to honor their invitation to explain the trial of senate President, 
Bukola Saraki and his deputy Ike Ekweremadu, on allegations of forgery 
of the senate standing order.<br />
<br />
According to <a href="http://thenationonlineng.net/senate-threatens-arrest-agf/" target="_blank">The Nation</a>,
 the aggrieved senate members threatened to invoke necessary legislative
 powers including issuing an arrest warrant to drag Malami to appear 
before it.<br />
<br />
<a href="https://www.blogger.com/null" name="more"></a>The resolution followed explanation by the Chairman, 
Senate Committee on Judiciary, Human Rights and Legal Matters, Senator 
David Umaru, on the circumstances surrounding the failure of Malami to 
honour the invitation of his committee. Malami who was billed to appear 
before the senate last week, sent in a representative, the Special 
Assistant to the President on Prosecution attached to the Federal 
Ministry of Justice, Okoi Obono-Obla, who had a mild confrontation with 
the senators. Obono-Obla at the meeting, told the senators that they 
lacked the powers to summon Malami as he, Malami, reports only to 
President Buhari and not the legislatures.<br />
<br />
The angry senators later walked Obla out of the meeting.

Senator Umaru while briefing the Senators on the outcome of the meeting, said<br />
<blockquote class="tr_bq">
“The resolution of the Senate was for the committee on Judiciary, Human 
Rights and Legal Matters to invite the Attorney General of the 
Federation and Minister of Justice to appear before it and explain the 
reason behind attempts to prefer charges against the principal officers 
of this hallowed chamber. In line with the directive, we invited the 
Honourable Attorney General, first on the 23rd of June and on that date 
he did not appear but a letter was received by our committee to the 
effect that he needed more time to articulate its position and that he 
was out of the country. The committee obliged him, we scheduled another 
meeting for the 30th of June, on that day, the Attorney General of the 
Federation and Minister of Justice did not appear before the committee. 
However, somebody who claimed to be Mr. Oblar appeared to say that he 
was appearing on behalf of the minister. The committee therefore told 
him that he was not an invitee and that we will not attend to him and we
 asked him to leave. I have being informed by Senator Ita Enag (Senior 
Special Assistant to the President on National Assembly Matters) and I 
have received lots of attempts to reach me by the Hon. Attorney General.
 Senator Ita Enag have informed me that the Attorney General regrets his
 inability to respond to our petition and that he requests time to 
appear before us. I think it is important for the distinguished 
colleagues to be informed about this development and for us to request 
for more time to give him the opportunity to appear since he has 
indicated his willingness to appear before the committee.”

Saraki who did not allow debate of the matter, insisted that the AGF 
must appear before the committee in line with the resolution of the 
Senate. He added they would have no choice than to follow strictly what 
the Constitution dictates if the AGF failed to honour the Senate.<br />

“We all heard the explanation of the chairman Judiciary. What he is 
trying to get across to us here is to tell us the status of the 
situation because what we have been reading in the papers was of great 
concern where the number one judicial officer of the country will be the
 one that will be flouting the Constitution. Section 89 (c) of the 
Constitution is very clear. But it appears from what you are saying that
 the Attorney General is requesting for one more chance to be given to 
appear before you. The Senate is always in the progress of development; 
as such we will do that and ensure that he does come this time. 
Otherwise, we will have no choice than to follow the constitution 
strictly. So, you will report back to us before the end of the week to 
let us know the status of that situation. If that does not happen, we 
will go ahead and go in line with the Constitution very clearly.”he said</blockquote>

Okorocha Dragged To Court Over Assault Linked To Aides

Imo
 state Governor, Owelle Rochas Okorocha has been dragged to court for 
allegedly ordering his aides to beat up Anthony Amadi and Chigozie 
Oparaku, who were in the Compound of Captain Emmanuel Iheanacho, when 
the Governor arrived with a demolition squad that demolished part of 
Iheanacho’s compound.</div>
<div style="text-align: justify;">
This was just as the victims are asking 
the court to award them N50 million in damages for the varying degrees 
of injuries that they sustain during the brutal assault by the 
Governor’s Aides.</div>
<div style="text-align: justify;">
The duo said that their only crime was 
that they had brandished an order of the Federal High court, Owerri 
restraining the Governor from demolishing Ihenacho’s property, that 
rather the governor ordered his security details to beat them up.</div>
<div style="text-align: justify;">
According to him, “About an hour later, 
the Imo state Governor, Rochas Okorocha in company of his full security 
detail came to Captain Ihenacho’s house and the Governor ordered the 
engineer to demolish Ihenacho’s house, we then went towards the Governor
 as much as the security details would allow us and showed him the court
 order, thereupon, the Governor ordered his security details to beat us 
up and arrest us,” Amadi narrated.</div>
<div style="text-align: justify;">
In an affidavit deposed to by Anthony 
Amadi, he said that on the 7th of July, 2016, while at Captain Emmanuel 
Ihenacho’s house, they noticed agents of the Imo state government 
advancing towards Ihenacho’s house with heavy equipment and with intent 
to demolish the property. They approached the engineer in-charge of the 
demolition and showed a copy of the restraining order against the said 
demolition and the Engineer obeyed and withdrew his equipment.</div>
<div style="text-align: justify;">
The victims recalled that they were 
beaten for over half an hour by more than 20 security details of the 
governor just for daring to show them a restraining order of court 
against their illegal action.</div>
<div style="text-align: justify;">
“At the end, we could hardly stand or 
walk, and they carried us and dumped us at the Shell Camp Police Station
 without any medical treatment,” Oparaku they submitted.</div>
<div style="text-align: justify;">
Amadi’s left eye still have blood clots 
and opens with difficulty while Oparaku has an ugly lump on his back all
 sustained after the beating.</div>
<div style="text-align: justify;">
They also said that in spite of the fact
 that the Imo state Police Commissioner had duly acknowledged a petition
 by their Lawyer Amadi Obi against the Imo state Governor,that they were
 dumped in the Shell Camp Police cell without treatment.</div>

“Receipt of the petition was 
acknowledged the next day, yet the commissioner refused to release us to
 seek medical care instead we were transferred from Shell Camp Police 
Station to Owerri Area Command at Fire Service.</div>
<div style="text-align: justify;">
We were released on the fourth day 
without any charge against us. We were only told that we were detained 
on the orders of Governor Rochas Okorocha and that was exactly what was 
written on the incident board.”</div>
<div style="text-align: justify;">
However, the Chief Press Secretary to 
the Imo state Governor, Rochas Okorocha, Mr. Sam Onwuemeodo said that 
the Governor has not been served with any court summons.</div>

 Senator Dino Melaye today threatened to beat up the wife of the 
National leader of APC, Bola Tinubu, Senator Remi Tinubu. Below is how

"Shortly after that, Senator Dino Melaye (APC Kogi West) said in his 
remarks that the Attorney General of the Federation, Abubakar Malami, 
must be brought before the Senate to be thoroughly grilled and 
humiliated for charging the Senate leadership with forgery in court.

Mr. Melaye called on the Senators in attendance to fight the presidency 
to a standstill.  In his rant, he issued a wide variety of threats.  <br />

Recognized to speak, Senator Remi Tinubu (APC) Lagos Central said the 
Senate should not be reduced to a kindergarten where Senators could just

Jibrin Barau, Isa Misau and Peter Nwaoboshi.

A source told SaharaReporters there had been a series of meetings at the
 home of Senator Aliyu Wamakko (APC, Sokoto) to plot a total onslaught 
on President Buhari in the coming days.

No fewer than 250 people have been displaced due to a clash between Fulani herdsmen and Gbagyi farmers in Niger state.</div>

The News Agency of Nigeria (NAN), report
 that the clash led to the death of four persons and destruction of 
property in Bara-kuta in Bosso Local Government Area on Friday.</div>
<div style="text-align: justify;">
Ahmed Inga, Director General, Niger 
State Emergency Management Agency (NSEMA), made this known to the News 
Agency of Nigeria (NAN), in Minna on Tuesday.</div>
<div style="text-align: justify;">
He said the displaced people were being 
resettled in a school in Bosso while reconciliation was ongoing toward 
returning them to their homes.</div>
<div style="text-align: justify;">
“The state government has established 
links with the herdsmen and the farmers toward restoring lasting peace 
in the area to enable the Gwagyis go back to their homes and attend to 
their farms.</div>
<div style="text-align: justify;">
“We have to do everything possible to 
make sure that peace returns to the community to ensure the security of 
lives and property,” he said.</div>
<div style="text-align: justify;">
Mr. Inga said the peace initiative was 
being brokered by the state’s Commissioner for Sports Development, 
Mamman Bosso, the Emir of Minna, Umaru Bahago as well as security 
agencies.</div>

The director general added that 167 houses were burnt while 17 motorcycles and other property were destroyed during the clash.</div>

Buhari Considers Hadiza Bala Usman As Head Of NPA

 a bid to inject a fresh pair of hands to run the Nigerian Ports 
Authority (NPA), the Minister of Transportation, Mr. Chibuike Amaechi, 
has submitted Ms. Hadiza Bala Usman’s name to President Muhammadu Buhari
 to take over as the new managing director of NPA, according to THISDAY.</div>
<div style="text-align: justify;">
Should Buhari approve the 
recommendation, Ms. Bala Usman, 40, will become the first female chief 
executive of a top tier federal government agency and of the NPA.</div>
<div style="text-align: justify;">
She shall take over from Alhaji Habib 
Abdullahi, who was reinstated by Buhari in August 2015 as the managing 
director of NPA, after he had been shown the exit by former President 
Goodluck Jonathan in April 2015.</div>
<div style="text-align: justify;">
Sources in the presidency, who confirmed
 that Ms. Bala Usman’s name had been sent to the president, said Amaechi
 had decided to make the changes in order to overhaul the NPA.</div>
<div style="text-align: justify;">
Amaechi, it was gathered, is not 
particularly impressed with the way the NPA was being run and has 
decided to effect a change of the executive team as soon as possible.</div>
<div style="text-align: justify;">
A presidency source said that the minute
 Ms. Bala Usman’s name was submitted to the president, Buhari was happy 
to consider the recommendation, given the past relationship he had with 
her father, the late Prof. Yusufu Bala Usman, who was a renowned Ahmadu 
Bello University (ABU) academic, historian and activist before his death
 some years ago.</div>
<div style="text-align: justify;">
Amaechi was also believed to have 
recommended Ms. Bala Usman, on the grounds that two chief executives of 
the foremost parastatals under his ministry – Nigerian Maritime 
Administration and Safety Agency (NIMASA) and the Nigerian Railway 
Corporation (NRC) – are from the south, and he would rather have an 
equitable distribution of appointments into the agencies under his 
ministry.</div>

Ms. Bala Usman, who is currently the 
chief of staff to the Kaduna State Governor, Nasir el-Rufai, and a 
member of the All Progressives Congress (APC), was born in Zaria, Kaduna

Dasuki Withdraws Motion Seeking Case Transfer

Finance and Administration, Office of the National Security Adviser, 
Shuaibu Salisu; a former General Manager, Nigerian National Petroleum

 and Reliance Referral Hospital Limited.<br />
At a  sitting at  noon yesterday after the court had earlier announced 
that it had embarked on vacation, the prosecution counsel, Rotimi Jacobs
 (SAN), informed the court that the case was adjourned to yesterday for 
the application filed by the first defendant.<br />
Counsel to Dasuki, Adedayo Adedeji, holding brief for J. B. Daudu (SAN),
 told the court that Dasuki sought to withdraw the motion dated 
11/06/2016 and filed on 13/06/2016 seeking  transfer to another judge. 
With no objection received from other parties in the case, Justice 
Baba-Yusuf struck out the motion.<br />
Adedeji also informed the court of another motion filed on June 31, 2016
 seeking the consolidation of the charges before the court with another 
case before Justice Peter Affen of the same court. He pleaded with the 
court for a date to move the motion.<br />
Counsel to the second defendant (Salisu), a former Attorney-General of 
the Federation, Akin Olujinmi (SAN) urged the court to give the date 
already agreed upon by the counsel,  October 5 for the motion to be 
moved.<br />
Justice Baba-Yusuf therefore adjourned the trial to October 5, 2016 for 
definite hearing on the motion for consolidation of charges.</div>
