Baraje warns APC leaders, threatens to quit party

<p dir="ltr">Kawu Baraje, a chieftain of the All Progressives Congress (APC), has issued a note of warning to leaders of the ruling party, saying the issues that made him leave the Peoples Democratic Party (PDP) have started arising in APC.</p> <p dir="ltr">Baraje, a former acting chairman of PDP, said the ruling party has lived below expectation since it took over the reins of government nearly one year ago.</p> <p dir="ltr">Baraje was the one who announced the formation of a faction of the PDP, leading six governors of the party to eventually align with the APC in 2013.</p> <p dir="ltr">“If I have to be grateful to any political party, I think, it is the PDP and if I can leave that party, then you will know that the party had gone seriously against my principles of life,” he told journalists at a press briefing in Ilorin.</p> <p dir="ltr">“If I can leave the PDP because of impunity, lack of respect for the rule of law, then do I want to continue in another party that way? But it has not got to that level. That is why we are sounding a note of warning that gradually some of these problems are creeping into the APC.”</p> <p dir="ltr">The ally of Senate President Bukola Saraki said most of the problems confronting the APC were self-created.</p> <p dir="ltr">He said the division in the party has made it lose most of the rerun elections that have been conducted since it formed government at the centre.</p> <p dir="ltr">“Most of the distractions were created by APC itself. For instance, Senate President Bukola Saraki, who is heading an important arm of government, is not getting the necessary support from the party,” he said.</p> <p dir="ltr">“We have participated in rerun elections, both at the state and national levels, and the APC has lost majority of those elections, not because of lack of popularity but because of lack of enough presence.</p> <p dir="ltr">“Some of us,with our experience, expected the national presence of our party much more during reruns, but we do not see that happening.”</p> <p dir="ltr">On the current situation of things in the country, he said: “I belong to the group that is not satisfied with the performance of the party… we are not happy with the performance of our party.</p> <p dir="ltr">“I am not a prophet of doom, neither am I a political prostitute. Are you happy going to queue up for up to two to three hours? Troops Rescue 14 Women, Children In Terrorist Camp

<p dir="ltr">Troops of the Nigerian Army yesterday in yet another raid  on  another Boko Haram camp rescued 14 women and children held under captivity in a village in Borno state.<br> Cache of arms and ammunitions were also recovered as soldiers under the 155 Task Force Battalion conducted a patrol to Nimila village yesterday.<br> Spokesman of the Nigerian Army, Col Sani Kukasheka Usman, said the troops had “rescued 14 persons from the clutches of Boko Haram terrorists  and recovered weapons. Fayose Attacks Buhari Over Planned Increment Of VAT

<p dir="ltr">The Ekiti State Governor, Ayodele Fayose, on Sunday criticised President Muhammadu Buhari, over the planned increase of the Value Added Tax, VAT, by five per cent.<br> The governor, who was reacting to comments attributed to Vice President Yemi Osinbajo in Lagos, said the move would worsen the hardship already faced by Nigerians.<br> He described the plan as “wicked and insensitive” to the plight of Nigerians who are suffering from the bad economic policies of Mr. Buhari and the All Progressives Congress-led government.<br> Mr. Fayose who spoke through his Special Assistant on Public Communications and New Media, Lere Olayinka, said any increment in VAT or any other tax being paid by Nigerians would make life unbearable for the people.<br> “Nigerians are suffering and the little that they have, the federal government is planning to take back through VAT increment. Theophilus Bamigboye (retd.); a Senior Advocate  of Nigeria, Mallam Yusuf Ali; and  the Bishop of the Diocese of Kwara, Church of Nigeria (Anglican Communion), Dr. Olusegun Adeyemi, on Sunday urged President Muhammadu Buhari and the anti-graft agencies to ensure that the anti-corruption war was not selective.<br> They also advised him not to spare any corrupt person in the country, irrespective of the person’s political affiliation or status.<br>  Bamigboye and Ali spoke during interviews with journalists in Ilorin, the Kwara State capital, on the sideline of presidential/award luncheon and fund raising of the Rotary Club of Ilorin GRA.<br> Adeyemi spoke in an interview with journalists during the diocese’s synod at Eiyenkorin, Ilorin.<br> Ali, who noted that the anti-corruption campaign was going on well, advised the Federal Government to grant amnesty to corrupt people who were willing to return their loot.<br> He believed that this would make the recovery of stolen money easier.<br> Ali said, “I agree that the anti-corruption war must be holistic; holistic to the level that even those who have not been caught are tracked down. There should be amnesty; call people who you have found to have taken our money to return the money. What is important to us is how to get the money. Sending people to jail will not translate to money.<br> “So if you have taken our N20 and you are ready to give back N19, you can keep the N1 and we take the N19, we are still better off.”<br> Bamigboye, who is the President, Rotary Club of Ilorin GRA, urged Buhari and the anti-graft agencies to recover all Nigeria’s stolen money.<br> He said, “Of course, I support the anti-corruption war. Ijaw Youths Warn EFCC Against Alleged Plan To Arrest Jonathan

<p dir="ltr">As the four-day burial programme for the late former governor of Bayelsa State, Chief Diepreye Alamieyeseigha, ended yesterday with a thanksgiving service in Ammasoma, the Ijaw Youths Council (IYC) cautioned against an alleged plot by the Economic and Financial Crimes Commission (EFCC) to arrest former President Goodluck Jonathan.<br> The umbrella body of Ijaw youths worldwide urged President Muhammadu Buhari and the anti-graft agency to shelve any such plan to persecute the former president, insisting that such a move would spell doom for the country and the government.<br> At a press conference to mark the end of the burial programme , the IYC President, Mr. Udengs Eradiri, said almost everybody that had close relationship with the former president had been arrested by the EFCC.<br> The IYC president particularly condemned the recent arrest and detention of Jonathan’s cousin, Mr. Robert Azibola , a contractor over an alleged $40million financial fraud.<br> Eradiri said Ijaw youths would not allow Azibola, Jonathan or any rising Ijaw leader to be persecuted by the EFCC the way the Federal Government dealt with the late Alamieyeseigha.<br> He said: “They have arrested almost all our people. Azibola was arrested by the EFCC and we are calling on the EFCC to stop persecuting him further and charge him to court if there are issues.<br> “They detained him for a long time forcing him to make statements to indict former President Jonathan. Azibola was a businessman, contractor and has the right like every Nigerian to get contracts. Why will the Niger Delta case be a different one?”<br> He added: “We noticed that the same way they persecuted Alamieyeseigha has continued. After Goodluck Jonathan, our people who contributed in that administration are being persecuted by this government.<br> “The recent one is the ploy to arrest Goodluck Jonathan which is unfolding everyday. This must stop. President Goodluck Jonathan is the most performing president that Nigeria has ever had. We are proud of him. Everyday there is a calculated attempt to whittle down the achievements of President Jonathan. We call on Nigerians to mount pressure on the government to focus on leading Nigeria aright rather than looking for ways to bring down the achievements of Jonathan.<br> “Buhari should please focus on governance rather than persecution of people who have added value. We are not happy about it and today we use Alamieyeseigha’s death as a point of contact. <p dir="ltr">Femi Gbajabiamila, majority leader of the house of representatives, has appealed to Nigerians to exercise patience with the government of President Muhammadu Buhari.</p> <p dir="ltr">He attributed the challenges facing the country to “the deep hole the nation was pulled into in the last 16 years”, saying if it took President Barack Obama of the United States almost eight years to “take America out of the rots he inherited”, then the Nigerian president would not be able to do the same in ten months.</p> <p dir="ltr">The lawmaker was speaking at the 4th convocation ceremony of Achievers University, Owo, Ondo state, where he was conferred with a honorary degree.</p> <p dir="ltr">“I am aware Nigerians are facing challenges and everybody is complaining but I want us to look at this problem contextually,” he said.</p> <p dir="ltr">“Let us look at advance countries like US it took almost eight years for Obama to take America out of the rots he inherited. It is the same thing that is going on in Nigeria we inherited a rot that there is no way we could come out of it in 10 months.</p> <p dir="ltr">“The drafters of our constitution gave him (President Buhari) 4 years knowing fully well that it is nearly impossible for something meaningful to be achieved in 10 months.</p> <p dir="ltr">“Change is an organic thing and cannot be achieved overnight. It is not only in the physical but most times in the subliminal. We see that change every day in our psyche and mentality and I plead that Nigerians should be a little bit patient with this government.</p> <p dir="ltr">“We are coming out of a hole and in no time I believe we will come out that hole into the promise land and our destined future.</p> <p dir="ltr">He also advised the graduating students to avoid unlawful conduct, particularly during the Ondo state governorship election.</p> <p dir="ltr">“I want to charge the students that elections are beckoning again in Ondo state. I am a politician and I know you are the ones politicians run to in their time of need and that time of need is now, election time,” he said.</p> <p dir="ltr">“I don’t want you to leave this hall and fall into the same trap and be dumped afterwards. FG Denies Reports Of $50m Ransom For Release Of Chibok Girls

<p dir="ltr">The federal government on Sunday denied media reports that the militant group, Boko Haram, is demanding $50 million from it as ransom before releasing the abducted Chibok school girls.<br> In an interview with the Voice of America (VOA), the Minister of Information and Culture, Lai Mohammed, said ransom reports were not new.<br> The minister said: “It appears we have several versions of this report. “The one that we heard was from a source that Boko Haram wants to release 10 of these girls for one million Euros.<br> “But the most important thing is that we’ve gone through this route before, and until and when we establish the credibility of this source and the truth behind it, the government will not be in a hurry to make a statement.<br> “However, government is using its own channels to authenticate the credibility of this source,” he said.<br> Mohammed according to the News Agency of Nigeria (NAN), promised that President Muhammadu Buhari would deliver on his promise to do all he could to ensure the release of the school girls.<br> He stressed that the promise by the president, following his recent meeting with parents of the abducted girls at the presidential villa, was sacrosanct.<br> Mohammed noted that the accusations that the Buhari administration appeared not to be doing enough to secure the release of the more than 200 Chibok girls was not fair.<br> “No day passes without the issue of the kidnapped girls not being at the front burner. <p dir="ltr">Martin Onovo, presidential candidate of the National Conscience Party (NCP), has alleged that the President Muhammadu Buhari-led government is “the greatest danger to confront Nigeria” since independence.</p> <p dir="ltr">Speaking on Monday on Politics Today, a programme on Channels Television, Onovo accused Buhari of violating the constitution in several areas.</p> <p dir="ltr">Onovo said the All Progressives Congress (APC) had reneged on many of its campaign promises, saying instead of creating 3 million jobs in line with its vow, there has been “millions of job loss”.</p> <p dir="ltr">“Let’s remove official issues and deal with fundamentals; this government is the greatest danger that has confronted Nigeria since independence. This government is very, very divisive. Right now, this country is divided along religious and ethnic lines. We don’t need that. This government is very deceitful,” he said.</p> <p dir="ltr">When asked to prove his allegation he said: “If you don’t believe it, I have a document titled APC manifesto 2015. The document was signed by John Oyegun, national chairman of the ruling party.</p> <p dir="ltr">“One of the things written there is 3 million jobs every year, but what have we seen? Instead of 3 million new jobs, it’s millions of job loss. In the document was immediate recruitment of 100,000 police officers, what have we seen? Announcement to recruit 10,000. The document also promised to increase the salaries of five security agencies, but what are we seeing, debt, owing salaries and allowances, even that of soldiers in the north-east. So if that is not deceitful, what is?</p> <p dir="ltr">“This government is very dictatorial, abusing the laws and the constitution of the country. The constitution is very clear about so many issues, one is appointment. The other time a national newspaper published how out of 37 appointments, 30 were given from a section of the country. Now, what is that supposed to be? Prioritise Chibok Girls’ Rescue, Tunde Bakare Tells FG

N'assembly: Presidency misleading Nigerians on budget

<p dir="ltr">Abdulmumin Jibrin, chairman of the federal house of representatives committee on appropriation, says the presidency is not telling Nigerians the truth about items on the 2016 budget.</p> <p dir="ltr">There was a firestorm in the media over an alleged reallocation of funds for Lagos-Calabar rail project to Lagos-Kano rail project.</p> <p dir="ltr">But Jibrin, in a series of messages on his Twitter handle on Sunday, said that the executive did not make any provision for the Lagos-Calabar rail project in the budget proposal it presented to the national assembly.</p> <p dir="ltr">“I actually find it shocking that even some national dailies made the removal their headlines. A little research would would have helped,” he said.</p> <p dir="ltr">“Lagos-Calabar Railway line was never captured in the budget that was sent by the executive. How then could it have been removed by NASS?</p> <p dir="ltr">“All they, and those spreading the false information needed to have done, is check the initial document sent by the executive. Lagos-Calabar Rail was never included. How could NASS have removed what was not there? But the nation is being misled.</p> <p dir="ltr">“The NASS has always been on the receiving end of bad press. This is being capitalised on in the conversations on budget 2016. This is unfortunate as it is quite clear to all and sundry that budget 2016 and all its headaches and controversies didn’t emanate from NASS</p> <p dir="ltr">“Take the budget of the ministry of transportation [that] was overshot by N54bn. That is, by the time you add up the items on the ministry’s budget. You’d still have a gap of N54bn. N54billion lying there without being allocated. NASS has a responsibility and here it did the right thing</p> <p dir="ltr">“What NASS did with the N54bn; we added N39.7bn to the Lagos-Kano Rail project. This will help complete the project once and for all.</p> <p dir="ltr">“We also allocated N10b of this sum to the airport’s navigation and security apparatus. We often make so much noise about airport security after major plane crashes. But we need not wait for crashes to enhance safety at airports</p> <p dir="ltr">“We allocated the balance to Baro Ports for its completion and equipping. Baro Port is strategic to our economic development.</p> <p dir="ltr">“Much ado about vaccines that weren’t even there. The budget of the ministry of health was the most controversial. The minister of health came to deny the document that was presented to the NASS by the executive for the second time. There is a lot more to be said about this and they will be said in the coming days.</p> <p dir="ltr">“I saw reports saying NASS allocated too much for rural projects including rural roads, primary health care, empowerment programmes. We also allocated funding for rural solar street lights, vocational centres, cottage industries etc. On this one, there is no going back.</p> <p dir="ltr">“Nigeria isn’t just for urban dwellers &amp; as representatives of the people, ours is to ensure justice in the distribution of national wealth. About 95% of the input of NASS, which would have given life to the policy thrust of Mr President, were discarded by the executive.</p> <p dir="ltr">“Some of these inputs include special intervention for the solid mineral sector. This is even imperative seeing the realities around oil. Some of our other inputs include special intervention for rural agriculture, payment of pension arrears. Rural community light project. The rural community Light project to light up 100 communities spread across the 774 local governments.</p> <p dir="ltr">“We also had special programmes for women empowerment and the payment of debt owed local contractors. We also suggested N100bn be taken out of N500bn, set aside as special intervention fund.</p> <p dir="ltr">“That N50bn be set aside as special bursary for students of tertiary institutions and another N50bn for special training on entrepreneurship for students of tertiary institutions pre-graduation. These were our inputs.</p> <p dir="ltr">“These are my preliminary submissions seeing as there have been no official communication between the executive and the national assembly.</p> <p dir="ltr">“These points are being noted because of the reports in some of today’s papers, who [sic] really would have done better with a little more research. Not to mention the fact that the executive has not come out to disown the false reports flying around.</p> <p dir="ltr">“We will come up with a comprehensive position especially with respect to our observation of the budget and what we did to make it better.</p> <p dir="ltr">“The crux of the matter as it is, is that while the NASS believes in the bottom-up agenda for development – focus on rural areas and communities, the executive seems to favour a top-down approach. FG Apologizes To Nigerians Over Fuel Scarcity

Falana: No to $2bn Chinese loan… Buhari must first recover ‘stolen/diverted’ $200b

<p dir="ltr">Human rights lawyer Femi Falana has vehemently opposed the plan of the federal government to obtain a $2bn loan in China to augment the deficit in the 2016 budget.</p> <p dir="ltr">Instead, Falana wants president Muhammadu Buhari to direct relevant government/anti-corruption agencies to recover $200bn “withheld from the federation account or stolen by looters.</p> <p dir="ltr">In a letter addressed to Kemi Adeosun, minister of finance, he warned that he would “have no alternative than to initiate legal proceedings at the federal high court with a view to restraining the federal government from further plunging the nation into external indebtedness”, should plans continue towards securing a $2bn loan from China.</p> <p dir="ltr">THE FULL LETTER</p> <p dir="ltr">8th April, 2016</p> <p dir="ltr">The Honourable Minister of Finance,</p> <p dir="ltr">Federal Ministry of Finance,</p> <p dir="ltr">Ahmadu Bello Way,</p> <p dir="ltr">Central Business District,</p> <p dir="ltr">Abuja, FCT.</p> <p dir="ltr">Dear Honourable Minister,</p> <p dir="ltr">REQUEST FOR THE COLLECTION OF OUTSTANDING REVENUE OF $200 BILLION WITHHELD FROM THE FEDERATION ACCOUNT OR STOLEN BY LOOTERS</p> <p dir="ltr">Following a recent report that the Federal Government had concluded arrangements take a loan of $2.5 billion from the World Bank and $1 billion  the African Development Bank we wrote to the Administration requested to jettison the plan. In our letter dated February 12, 2016  addressed to your good self we urged  the Federal Government to explore alternative sources of raising revenue to fund the 2016 budget instead of increasing the nation’s external debt of $64 billion. In particular, we requested the federal government to embark on the recovery of the revenue of $42 billion withheld from the Federation Account from 1999-2012 by some transnational oil companies, the Nigerian National Petroleum Corporation and other agencies  of the federal government.</p> <p dir="ltr">In your reply dated March 17, 2016 you  assured us that the issues raised in our letter were receiving the attention of the Federal Government. We were therefore surprised to learn that the Administration had applied to the Chinese Government for another loan of $2 billion. In urging the Federal Government to desist from taking the loan of $2 billion from China or any other country we are compelled to advise the Federal Government to intensify efforts to recover the nation’s wealth which has been criminally diverted by a handful of local and foreign looters. The Federal Government may wish to direct the relevant agencies and the anti graft bodies to collect the stolen wealth  including the following:</p> <p dir="ltr">(a)    The National Extractive Industries Transparency Initiative has confirmed that from five cycles of independent audit reports of NEITI covering 1999-2012  the Nigerian National Petroleum Corporation (NNPC), some oil companies and certain agencies of the federal government had withheld $20.2 billion for the Federation Account. The indicted oil companies and agencies should be made to remit the said sum of $20.2 billion  into the Federation Account.</p> <p dir="ltr">(b)    In 2006, the Central Bank of Nigeria apportioned $7 billion out of the nation’s external reserves to 14 Nigerian banks. In 2008, the CBN also gave a bailout of N600 billion ($4 billion) to the banks. The indebted banks should be asked to repay the $11 billion loan.</p> <p dir="ltr">(c)    On September 6, 2016  the Nigerian National Petroleum Corporation (NNPC)  announced that arrangements had  been concluded to  recover the sum of $9.6 billion in over-deducted tax benefits from joint venture partners on major capital projects and oil swap contracts. Since the NNPC is said to have recovered the said sum of $9.6 billion it should be remitted into the Federation Account. </p> <p dir="ltr">(d)    Sometime in 2009, Mobil Producing Nigeria Unlimited applied to the federal government for the renewal of three oil blocks. Upon granting the application the NNPC asked Mobil to pay the sum of $2.5 billion for the renewal of the licences.  Curiously, the $600 million paid by the Mobil was accepted by the federal government. One of our clients has requested the EFCC to investigate the circumstances surrounding the fraudulent transaction. The outstanding sum of $1.9 billion ought to be collected from Mobil  and paid into the federation account.</p> <p dir="ltr">(e)    From 1998-2014 the Federal Government collected over $4 billion from the over $5 billion stolen from the vaults of the CBN by a former military ruler, the late General Sani Abacha. I have submitted a petition to the Economic and Financial Commission to investigate the alleged criminal diversion of the recovered loot by some former public officers. The governments of the United States and Switzerland have promised to repatriate $458 million and $321 million respectively recovered from the loot.</p> <p dir="ltr">(f)     In 1999, the Abdulsalami Abubakar military junta enacted the Deep Offshore Inland Sharing Contract Decree to give effect to certain fiscal incentives for the oil and gas companies operating in the Deep Offshore and Inland Basin under production sharing contracts. Thus, by virtue of section 5 of the Act, the payment of royalty in respect of the Deep Offshore production sharing contracts shall range from 4 to 12 per cent while no royalty shall be paid whatsoever in areas in excess of 1000 metres depth! Since the 15-year period of for non-payment of royalties expired in June 2014 the should collect arreas of royalties running to hundreds of million of dollars owed by the oil and gas companies operating in the area.</p> <p dir="ltr">(g)    The $470 million contract awarded to ZTE, (a Chinese company) in 2009 by the federal government for the construction of CCTV cameras in Abuja and Lagos  has been abandoned. Hence, the cameras which were installed did not capture the criminals who recently launched bomb attacks in Abuja and killed scores of citizens. Since the contract was not executed the federal government should recover the contract sum of $470 million.</p> <p dir="ltr">(h)  In the Appropriation Act, 2011 the sum of N245 billion was earmarked for fuel subsidy. In violation of the budget law the federal government fraudulently paid out N2.5 trillion ($16 billion) to a cabal of fuel importers. The investigation conducted into the large scale fraud by the Police and the anti graft agencies was compromised due to pressure from the Jonathan administration. The EFCC should revisit the matter.</p> <p dir="ltr">(i) On July 6, 2012 the Supreme Court of Nigeria set aside the fraudulent sale of the federal governnent owned  Aluminium Smelting Company of Nigeria (ASCON) located  in Akwa Ibom  state to RUSAL for $250 million and  directed  the company be sold BFIG, the winner of the bid for $410 million. The federal government should direct the National Council of Privatisation to comply with the judgment. The federal government stands to realise an additional sum of $160 million from the sale.</p> <p dir="ltr">(j)  For contravention of the law on compulsory registration of all SIM cards the NCC imposed a fine of $5.2 billion on MTN last year.  Based on plea by the MTN management and the intervention of the Government of South Africa the fine was reduced to $3.9 billion out of which MTN has  paid the paltry sum of $250 million. Since MTN has withdrawn the suit challenging the payment of the fine the federal government should  take steps to ensure the prompt payment of the outstanding balance of $3.65 billion.</p> <p dir="ltr"> (k)   Under the Jonathan administration it was estimated that the nation was recording oil theft worth $7 billion to criminals annually. An investigation being carried out by a team of lawyers hired by the federal government has  so far confirmed that hundreds of millions of barrels of oil were stolen by oil companies and shipped to many countries. According to the lawyers  the total amount recoverable by the Nigeria Government from the Sellers and Buyers who stole Nigeria’s hydrocarbons and shipped same to the United States from January 2011 to December 2014 stands at US$12.7 billion. Since the verification is programmed to cover 10 years it is estimated that Nigeria can recover not less that $100 billion from the undeclared millions of barrels of oil shipped to the United States and other countries. The EFCC should collaborate with the lawyers to recover the  missing fund and prosecute the transnational oil companies involved in the grand oil theft.</p> <p dir="ltr">(l) On February 20, 2014, President Goodluck Jonathan fired the then Central Bank Governor, Alhaji Sanusi Lamido Sanusi for having the temerity to expose the NNPC for not remitting $20 billion to the Federation Account. Following the reconciliation of the accounts of the NNPC by the federal government the missing sum was said to be $10.8 billion. To douse the tension generated by the scandal the  Federal Government appointed a firm of  auditors to audit the books of the NNPC. But in a bid to cover up the scandal the Federal Government ensured that the auditors were denied access to vital documents. At the end of the investigation the auditors indicted the NNPC for withholding $1.8 billion from the Federation Account.</p> <p dir="ltr">(m)    Rising from its  monthly meeting  at Abuja on September 17, 2015 the National Economic Council accused the Nigerian National Petroleum Corporation (NNPC)  of failing to remit N3.8 trillion to the Federation Account under the Jonathan administration. The Council set up a committee of  3 state governors to trace the missing fund.  Last month, the Auditor-General of the Federation indicted the NNPC for withholding N3.2 trillion from the Federation Account in 2014. The Revenue Mobilisation Allocation and Fiscal Commission has said that ” the total indebtedness of the NNPC to the Federation Account is N4.9 trillion ($32.6).” In its reaction to the allegations  the NNPC has challenged the figures but admitted that it has withheld the sum of N326 billion! The federal government should investigate the  conflicting figures to dtermine the actual amount withheld by the NNPC.</p> <p dir="ltr">(o) The unprecedented looting of the public treasury via the NNPC took place under the rogue regime of President Goodluck Jonathan has continued unabated under the President Buhari who is currently waging  a war against corruption. Last week, a firm of auditors revealed that out of the sum of $6.4 billion realised from the sale of crude oil and gas by the Federal Government  in the first quarter of 2016 the NNPC remitted only $2 billion to the Federation Account and withheld the colossal sum of $4.2 billion. Up till now the NNPC has not explained how much of the sum of $4.2 billion was spent on its operations in 3 months.</p> <p dir="ltr">(p) The presidential panel instituted by President Buhari to  investigate the criminal diversion of the fund earmarked for procurement of weapons for the armed forces from 2007-2015 has established that over $8 billion was stolen by handful of serving and retired military officers and their civilian collaborators via the Office of the National Security Adviser and the Nigerian Air Force. The Panel is currently probing similar fraudulent arms procurement in the Nigerian Army and Nigerian Navy. The EFCC has commenced  the recovery of the said sum of $8 billion and prosecution of individuals and corporate bodies implicated in the criminal diversion.</p> <p dir="ltr">(q) The United States’ Government has successfully prosecuted Halliburton and its top officials for bribing Nigerian public officers with $180 million and recovered fines of about $1.3 billion. Although no one was prosecuted in Nigeria the federal government about $200 million was paid by  Halliburton and other indicted companies through plea bargain.</p> <p dir="ltr">(r) The sale of the OPM 245 for $1.3 billion otherwise known as malabo oil deal has continued to generate controversy. Allegations of bribery and money laundering are being investigated by the British Police, the Italian Police and the EFCC. Apart from the $210 million signature bonus paid to the federal government the sum of $190 million has been frozen in the United Kingdom and Switzerland. The Italian Police has also frozen $200 million from the proceed of the transaction. The  federal government ought to take a final decision on the matter so as to end the controversy surrounding the sale of the oil block.</p> <p dir="ltr">In the light of the foregoing, we are compelled to call on the Federal Government to muster the political will and courage to recover the aforesaid withheld or stolen wealth of not less than $200 billion belonging to the Nigerian people. Oyo Govt. To Pay Salaries With Federal Allocation

Buhari will borrow ‘cheapest money possible’ in China - Adeosun

<p dir="ltr">President Muhammadu Buhari’s visit to China is aimed at strengthening ties with the Asian giants and also to “borrow the cheapest money possible” to plug 2016 budget deficit.</p> <p dir="ltr">According to Kemi Adeosun, minister of finance, the country is considering selling a Chinese panda bond to help finance a budget deficit of about $11bn.</p> <p dir="ltr">“The opportunity now, with the renminbi being a reserve currency, we are looking obviously at the lowest cost of funds to fund our budget deficit,” she said told Financial Times and Reuters.</p> <p dir="ltr">“Initially we were looking simply at the eurobond but then we began to explore opportunities in the renminbi market so there is a possibility of issuing a panda bond.”</p> <p dir="ltr">Panda bonds are said to be renminbi-denominated debt sold by foreigners into China’s bond markets.</p> <p dir="ltr">Financial Times quoted Adeosun as adding that the priority is to borrow “the cheapest possible money” – a total of 1.8tn naira ($9bn) from international and Nigerian markets.</p> <p dir="ltr">She said it seemed that a renminbi-denominated bond would be cheaper than issuing a eurobond, adding that the “there’s the possibility of doing a Samurai [yen-denominated bond] which is also an option we’ll look at. ALERT: Tankers ‘diverting’ petrol to Benin

How Fraud Perpetrated By Stella Oduah Ruined Airport Remodelling Project

<p dir="ltr">At a January 2014 forum tagged " Aviation Workers Buy-In", Senator Stella Oduah, the then Aviation Minister, proudly announced to her audience that immense progress had been made in the country's aviation sector under her.<br></p> <p dir="ltr">A particular source of pride to her was the airports' remodelling exercise, which she frenziedly advertised at launch in 2011 as the cure to the infrastructural deficits at the country's airports.</p> <p dir="ltr">"Already, through the guided implementation of the Masterplan, we have been able to rehabilitate and remodel all 22 airports across the country,” purred Oduah, who was dropped as minister the following month on account of corruption-related allegations.</p> <p dir="ltr">Oduah, who spoke about the success of the remodelling exercise at every opportunity, was indicted by the House of Representatives and a presidential committee for compelling the Nigerian Civil Aviation Authority (NCAA) to buy her two bullet-proof cars in violation of the country's procurement regulations.</p> <p dir="ltr">It did not take long for her claim of progress to be exposed as a cross between fantasy and fallacy.</p> <p dir="ltr">Samuel Ortom, who briefly ran the ministry as supervising minister after Oduah's ouster, famously announced that she left behind debts totalling N174billion from the remodelling exercise.</p> <p dir="ltr">What followed was a thinly veiled -repudiation of her extravagant claims of progress the exercise recorded.</p> <p dir="ltr">On appointment as substantive Aviation Minister, Osita Chidoka, a former boss of the Federal Road Safety Corps, delivered a less than ringing endorsement of what Oduah had advertised as a success.</p> <p dir="ltr">While presenting his scorecard after eight months in office, Chidoka, according to LEADERSHIP, said many of the contractors handling the remodelling exercise had nothing to show for the mobilisation funds and other contract funds collected and ordered them to refund such monies. He added that in many cases, the quality of the job was done was very poor, with some of the contracts abandoned. Chidoka, who hinted that Oduah had committed huge sums of money to the remodelling of airport terminals at the detriment of more fundamental aspects, halted further spending on the exercise. "We want to pull our resources away from the terminal remodelling and focus more on the security and safety of the airports," he said in September 2014.</p> <p dir="ltr">Documents available to SaharaReporters show that the country got very little value from the huge sums committed to the remodelling exercise, which was conceived to be executed in three phases. In many instances, contractors received considerable sums, did very little work and poorly- or nothing at all. In many situations too, they received nothing and did nothing.</p> <p dir="ltr">Of the 192 contracts awarded in the second phase of the exercise, only six, according to the documents, have been completed.</p> <p dir="ltr">Three of these, somewhat expectedly, are terminal buildings at Ibadan, Sokoto and Ilorin airports. The others are for the separate contracts for the construction of a car park with toilets, perimeter road and wall cladding of the external surface of the terminal building-all at MAKIA Domestic Wing, Kano.</p> <p dir="ltr">Abandoned, according to the documents, is the contract for the construction of pilgrims’ terminal at Port Harcourt Airport.</p> <p dir="ltr">The contractor, Inter Bau Nig. Ltd, documents show, was paid nothing out of the contract sum of N556,032, 216.52.</p> <p dir="ltr">Unsurprisingly, the contractor has done nothing since the contract was awarded in November 2012.</p> <p dir="ltr">For many of the contractors who got jobs in 2012, precious little has been done despite receiving considerable percentages of the contract sums. Paache Construction, which is handling the Cargo Terminal at Jos Airport, received N459, 214, 790. 85 out of the total contract sum of N785, 348, 493.56.</p> <p dir="ltr">The percentage of work was done, said documents obtained from the Federal Airports Authority (FAAN), is zero.</p> <p dir="ltr">For the construction of the cargo terminal at Markurdi Airport, Paache has been paid N613, 860, 476.67 out of N818, 480, 635.56 but has a job completion ratio of 15 %.<br> Newcastle Transactions, which got the contract for the upgrade and refurbishment of the Maiduguri Airport terminal building has a job completion assessment of zero per cent despite having received N259, 333, 796.60 of the N459, 450, 415. 20.</p> <p dir="ltr">Another contractor with zero percent job completion ratio is Dari Investments, which received N69.7million as an advance on the contract for the installation of AFL at Owerri Airport. The total sum is N464, 743, 790.29.</p> <p dir="ltr">ARDC, which won the contract for the refurbishment of existing VIP lounges at Lagos, Abuja, Port Harcourt and Enugu airports was paid N272, 388, 246.29 out of N464,262, 437.63 but is adjudged by FAAN to have scored zero percent regarding completion.</p> <p dir="ltr">The company did not fare better in its handling of the contract for the reconstruction and upgrade of the Lagos General Aviation Terminal for which it has been paid N308,089, 392.44 out of N363, 762,825 and completing just 15 % of the work. Similar non-performance was recorded in Maiduguri, where ARDC got the contract to build the airport cargo terminal at the sum of N485, 221, 140.47 out of which it has received N466, 925, 995.82 despite scoring zero percent in job completion assessment by the FAAN.</p> <p dir="ltr">The pattern is copied by Lugapego Nig. Limited, which has the job of building the cargo terminal at Akure Airport. Job completion rating remains zero percent despite receiving N322, 727, 000.40 out of the total contract sum of N452, 950, 176. 00  for zero percent completion.</p> <p dir="ltr">Obis Associates, which won the contract to build the pilgrims terminal at Enugu Airport has done 30 per cent of the job but has received N314, 806, 718.50 out of a total of N402, 384, 437. 28.</p> <p dir="ltr">In 2013, 182 contracts were awarded, following a similar pattern of huge mobilisation and other sums paid out, but with little or nothing to show in terms of work done. In many cases, contractors were not paid any amount.<br> The contract for the procurement of illumination and floodlighting items for 16 airports awarded to Merry Communication, Electronics and Industrials Nigeria Limited is at zero percent completion most probably because the contractor is yet to be paid anything out of the sum of N2.8billion, which is the total contract sum.</p> <p dir="ltr">LY2 Limited, which was to provide a new fire and rescue building at Abuja’s Nnamdi Azikiwe International Airport, has similarly been paid nothing of the N494, 643, 226. 35 since the contract was awarded in 2013. Perhaps not unsurprisingly, its job completion rating is zero percent. Another contract it won for the construction of a perimeter asphalt road at Owerri Airport delivered the same experience, as it was paid nothing out of the total sum of N616.5million and has done nothing.<br>  <br> Archvisuals Solutions Limited, which was to supply two rescue ambulances to the Aminu Kano International Airport at a cost of N25, 777, 500 is yet to receive any part of the contract sum and has done nothing, the documents show. However, for the expansion of the existing apron at the same airport, it received N354,163, 689.14 out of N726, 489, 618.15 and has a job completion ratio of zero percent.</p> <p dir="ltr">A dominant trend, as shown by the documents, in the contracts awarded in 2013 is the non-payment of mobilisation funds to many of the contractors, affecting their chances to perform. Curiously, many of the contracts are captured as ongoing. Despite the glitz and glamour it promised, the remodelling exercise had shown signs of opaqueness and had attracted questions since it was announced. In July 2013, the National Union of Air Transport Employees (NUATE) had alleged in a petition that Oduah had awarded contracts to crony firms at bloated costs.</p> <p dir="ltr">Many in the aviation sector and elsewhere also raised questions about the programme, especially its concentration on terminals at the detriment of safety and the enormous debt incurred. In June 2014, Nkiru Onyejeocha, then Chairman, House of Representatives Aviation Committee, expressed surprise at the scale of indebtedness. “I wish to state here that the committee frowns at such debt profile because we know that monies have been appropriated for most of the projects that you have been doing in aviation. It’s scary to have a debt profile of N174 billion in the Ministry of Aviation,” Onyejeocha told Ortom, who supervised the ministry after Oduah’s ouster. Brussels Bombers Had Planned To Attack France Again- Prosecutors

<p dir="ltr">The militant cell behind bombings in Brussels had been plotting to hit France again after carrying out the Paris attacks in November, but was forced to strike closer to home as police closed in, Belgian prosecutors said on Sunday.<br> <br> Investigations into the Islamic State attacks in Paris, which killed 130 people, showed that many of the perpetrators lived in Belgium, including surviving suspects who managed to evade police for more than four months.</p> <p dir="ltr">Prime suspect Salah Abdeslam was arrested on March 18 in the Belgian capital. Four days later, suicide bombers killed 32 people in Brussels airport and a rush-hour metro train.</p> <p dir="ltr">“Numerous elements in the investigation have shown that the terrorist group initially had the intention to strike in France again,” Belgium’s federal prosecutor said in a statement.</p> <p dir="ltr">“Surprised by the speed of progress in the investigation, they took the decision to strike in Brussels.”</p> <p dir="ltr">Belgian intelligence and security forces had been criticised abroad for not doing more to dismantle the militant cell, because of its links to the Paris attacks.</p> <p dir="ltr">As of Friday, all publicly identified suspects were either in detention or dead, but Belgium remains on its second highest threat level, and Prime Minister Charles Michel said his government would remain alert.</p> <p dir="ltr">His comments were echoed by French Prime Minister Manuel Valls, who said France would not be lowering its guard.</p> <p dir="ltr">“This is a further sign of the very serious threat facing Europe as a whole and of course France in particular,” Valls told a news conference in Algiers.</p> <p dir="ltr">Abdeslam, born and raised in Belgium to Moroccan-born parents, told a magistrate he had planned to blow himself up at a sports stadium in Paris in November, but backed out at the last minute. I have hope that change will come - Dogara

<p dir="ltr">Yakubu Dogara, speaker of the federal house of representatives, is optimistic that the “change” promise of the federal government will be fulfilled.</p> <p dir="ltr">Speaking at the weekend when he visited David Victor Folagbade Olateru-Olagbesi, the olowo of Owo Kingdom, in Ondo state, Dogara expressed hope of a better future for the country, but urged the people to support the government.</p> <p dir="ltr">“As a government, we need support of the citizens to make life better for them. We realise that we need active participation of the people in the change agenda of the government,” he said.</p> <p dir="ltr">“We are aware of what some people in some quarters are saying about the change promised by this government. Government can only provide the enabling environment. Now we have hope that change will definitely come because there is a clear departure from the past.</p> <p dir="ltr">“Government alone cannot bring about the change we need. We need active support and participation of the citizen.There is nothing that is impossible.”</p> <p dir="ltr">Highlighting the role of citizen participation in the change agenda, he noted that while government will provide the enabling environment for people’s businesses and other aspirations to prosper, the people must engage in wealth creation.</p> <p dir="ltr">“When we talk about change, a lot of people are beginning to ask: when is the change coming? We know that all we can do as government is to provide enabling environment,” he continued.</p> <p dir="ltr">“And no matter the question that is being asked, if you look at the set of people who are there today as leaders, we know that there is change because there is a clear departure from the past.</p> <p dir="ltr">“But we know that it is impossible for government alone to bring about the needed change. Citizens themselves must determine that they want change and they want to change at their own individual level.</p> <p dir="ltr">“We believe that with the support and participation of the citizens, there is nothing that cannot be achieved. There is nothing that we set our hearts to achieve that we cannot achieve as a people.</p> <p dir="ltr">“The support of the traditional institution is important in sensitizing the citizens to not only support the government but to be the change they want to see and that is the way the society can change and we can restore back the greatness of this country.”</p> <p dir="ltr">He noted that the national assembly is partnering with the executive to make the change agenda a reality, and not to clash with any arm of government.</p> <p dir="ltr">“In some cases, people are asking why the legislature is quiet on some issues or why we are not fighting the executive.</p> <p dir="ltr">“I want to underpin the fact that we don’t see our role or relationship as collision but supportive of whatever is there to achieve by the executive to lessen the burden of the people and improve their living conditions.</p> <p dir="ltr">“We don’t adopt a posture just for the sake of proving that we have separate powers as allocated to us by the constitution; we cooperate more to ensure that good is delivered to the people.</p> <p dir="ltr">“It is only when democracy is threatened that we raise our voices. And I remember we have been doing that in this government in how we handled the crisis in Kogi state house of assembly. It was actually an APC leader who led investigation into the matter and we condemned the impunity even as members of the ruling party. Panama Papers: David Cameron Releases Tax Returns Information
